- Solicitation Number: VA244-16-N-0870 Notice Type: Sources Sought Synopsis: This is a sources sought notice issued for information and planning purposes only. This is not a solicitation for proposals and a contract will not be awarded from this announcement. In preparation for a future procurement for the Department of Veterans Affairs (VA), the Network Contracting Office (NCO) 4 is performing market research to gain knowledge of potential sources that can offer courier services to the Philadelphia, PA VA Medical Center. The Department of Veterans Affairs, Network Contracting Office (NCO) 4, has a requirement to obtain courier services for the Philadelphia, PA VA Medical Center. A fully licensed courier company will provide delivery between the Philadelphia Veterans Affairs Medical Center (PVAMC), 3900 Woodland Ave, Philadelphia, PA 19104 and Snyder House, 1425 Snyder Ave Philadelphia, PA 19145. Deliveries will be Monday through Friday (excluding Federal holidays), not to exceed 2 times per day, 5 days per week. Deliveries are to be made within two hours of request. The courier will be responsible for the delivery of pharmaceuticals, specimen containers, and miscellaneous packages and parcels. The contractor must maintain current insurance and licensure as follows: a)Courier will hold insurance in the amounts required under Pennsylvania law for the transport of property. b)Courier will hold all required federal, state, and local licenses and permits required for the transport of pharmaceuticals. c)All drivers performing services under this contract must possess a valid driver's license for the type of vehicle operated as required by the State of Pennsylvania. d)Vehicles used in the performance of this contract must be registered in the State of Pennsylvania and comply with all applicable state mandates. Contractor must update insurance and licensure as required and when additional drivers are added to perform services under this contract. Such documentation shall be forwarded to the Contracting Officer's Representative and Contracting Officer within five business days of receipt. Courier is responsible for maintaining a log of all pick-ups and deliveries. Logs will indicate the time and dates of pick-ups and deliveries, number of pharmaceuticals, urines and SPD supplies received or delivered, and the appropriate signatures. Logs shall be available for review at any time during the contract. It is anticipated that the period of performance will be for a one (1) year base period with up to four (4), one (1) year options. The government intends to award an Indefinite Quantity/ Indefinite Delivery (IDIQ) fixed-price contract. The Government will not reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 492110 - Couriers and Express Delivery Services, which has a size standard of 1,500 employees. Capable companies should submit an electronic statement outlining their company's capability and capacity to provide via their Federal Supply Schedule contract or Open Market. Also firms should provide their business size status in accordance with the small business administration website (www.sba.gov) for the above referenced NAICS code. All respondents who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM): www.sam.gov. It is important that all respondents have accurate and complete Representations and Certifications within its SAM profile. In order to be considered a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business for procurements within the Department of Veterans Affairs, businesses must be verified by the VA Center for Veterans Enterprise and listed within the VetBiz Registry: http://vip.vetbiz.gov. Indicate which Schedules and SINs your contract is listed under and the FSS contract price for the items on contract. 7. Capabilities Statement. Please include required start up time once the contract has been awarded.
