- A SAMPLE of the Statement of Work (SOW) for this requirement This is a Sources Sought Notice and should not be construed as a solicitation announcement. The US Army Corps of Engineers (USACE), Philadelphia District is seeking information from potential sources to support a possible award of a Firm Fixed Price (FFP) Single Award Task Order Contract (SATOC) to perform preventative maintenance (PM) and routine maintenance (RM) on a fleet of 17 heavy equipment vehicles. The period of performance shall be for a base period of one (1) year and include four (4) additional option years. The period of performance/performance dates for the task orders will be determined at the individual task order level. The total contract value ceiling will be $1,900,000.00. The vehicles include, but are not limited to: CAT D6T dozers, CAT Excavators, CAT SLR Amphibious Excavators, CAT Tack Loaders, CAT Backhoes, John Deere Articulated Dumps, CAT Graders, CAT Wheel Loaders, and Volvo Crawler Excavators. The NAICS code for this project is 811310 "Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance" with a size standard of $7,500,000.00. The purpose of this Sources Sought is to conduct Market Research and encourage responses from all qualified large and small business sources (small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, woman-owned small business, EDWOSB concern, or WOSB concern) capable of performing maintenance, Preventative Maintenance (PM) and Routine Maintenance (RM), on the Fort Mifflin Heavy Equipment Fleet. Each type of machine/equipment will be discussed in the attached Statement of Work (SOW). It is the United States Army Corps of Engineers (USACE) intent to procure these services as a Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract type. THIS IS NOT A REQUEST FOR PROPOSALS. NO SOLICITATION IS CURRENTLY AVAILABLE. USACE has a requirement for maintenance on heavy equipment for the Fort Mifflin Project Office. Preventative Maintenance services are due every two hundred fifty hours (250) of operational intervals. There are a total of four (4) different types of Preventive Maintenance Services (PMS), identified in the attached SOW, conducted in sequential order on all of the pieces of Heavy Equipment totaling up to eight (8) services per machine per year. In addition to the scheduled PM services, this contract will allow for tasks orders to be written to cover unanticipated repairs (RMs) to the equipment should the need arise. RESPONSE REQUIREMENTS: Interested companies are invited to submit a Statement of Capability (SOC). The SOC must identify (a) at least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor (performing a substantial portion of the work described in this Sources Sought Notice) providing PM & RM services; (b) how many years of experience in conducting PMs & RMs does the company possess maintaining similar services. The SOC must contain a cover letter including the company name, address, point of contact, telephone number, e-mail address, and business classification (socioeconomic designation.) The SOC must be submitted via email to bruce.e.hayes@usace.army.mil. Responses must be received on or before, but no later than (NLT) April 26, 2016, by 4:00 p.m. EST. When submitting your email response, the subject line must read W912BU-16-Z-PREVMAIN Sources Sought. The response to this notice should not exceed five (5) pages total at 12 pitch font. No other notification to firms for this project will be made. Proof of System for Award Management (SAM) registration is required in your response. For example, providing a valid Commercial and Government Entity Code (CAGE Code) will allow USACE to verify your registration in the SAM system. The Contract Specialist will search the SAM database using the provided CAGE code, supplied by the vendor, to determine eligibility. Interested companies who are not currently registered in SAM but wish to compete for this award, must be fully registered by the time of award or risk your quote being declared as "Non-Responsive". USACE will not delay the award of a contract for a company not fully registered in the SAM system prior to the award date. To register in SAM, go to https://www.sam.gov and follow the instructions provided on their web site, this is a free service on their site. This Sources Sought is issued solely for information and planning purposes and does not constitute a Request for Proposal or a promise to issue a Request for Proposal in the future. This Sources Sought is for information, planning, and market research analysis only; therefore, it is not to be construed as a commitment by the Government to procure at this time. This Sources Sought is not a formal solicitation nor is it a request for proposals (RFP). Any formal solicitation will be announced separately. This request does not commit the Government to contract for any supply or service. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All information received in response to this Sources Sought that is marked Proprietary will be handled accordingly. Responses to the Sources Sought will not be returned. In accordance with (IAW) FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought. Response to this RFI from industry is strictly voluntary.
