- SOURCES SOUGHT for ACQUISITION OPPORTUNITY - CONSTRUCTION CONTRACTS. The U.S. Army Corps of Engineers, Wilmington District, will use information obtained under this synopsis to develop an acquisition strategy to meet the requirements for two (2) maintenance dredging projects. The areas of consideration for these dredging services are Military Ocean Terminal at Sunny Point (MOTSU) and Wilmington Harbor Mid-River located in New Hanover and Brunswick Counties, North Carolina. This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A market Survey is being conducted to determine if there are adequate Small Businesses, Historically Underutilized Business Zone (HUBZone), 8(a), or Service Disabled Veteran Owned Business (SDVOSB), and all interested small businesses contractors under the size standard and capability for the following proposed contract. Contract will consist of maintenance dredging of the various basins and channel reaches between Wilmington and Southport, North Carolina. The maintenance dredging will require removal and disposal of accumulated shoaled material and placement of the dredged material in the Ocean Dredged Material Disposal Site (ODMDS). Salient information for Military Ocean Terminal at Sunny Point (MOTSU): a) Dredging will be required for the basins and channels extending a distance of the approximately 3-4 miles restricted shorelines at the MOTSU; b) Dredging in the basins and channels shall be required to a depth of 34 feet Mean Lower Level Water (MLLW) plus 2-feet allowable overdepth and 38 feet MLLW plus 2-foot allowable overdepth limits. Dredging depth is 12' MLLW plus 2 feet of allowable overdepth for the Security Boat Basin only; c) Security Boat Basin dredging window is 1 October to 31 March. There are no Environmental windows for other dredging work; d) Dredging work shall be by mechanical dredge (clamshell, dragline, or dipper). Cutter suction dredge may be allowed for the Security Boat Basin; e) The estimated quantity of material, including allowable overdepth may total up to 1,500,000 cubic yards; Salient information for Wilmington Harbor Mid-River: a) Dredging will be required in various locations extending over approximately 11 miles covering Reaves Point Channel, Upper Lilliput Channel, Wilmington Harbor Channel, etc.; b) Dredging shall be required to a depth of 42 feet MLLW plus 2-foot allowable overdepth within the contract limits; c) Environmental dredging windows vary according to the type of dredge used and location. Environmental windows for dredging by hydraulic cutter suction dredge is 1 August to 31 January. Environmental windows for hopper dredging is 1 December to 31 January from Reaves Point Channel to Upper Lilliput Channel and 1 August to 31 January from Upper Lilliput Channel to Wilmington; d) Dredging by a US Coast Guard Ocean Certified hopper dredge, hydraulic cutter suction dredge, and mechanical dredge (clamshell, dragline, or dipper) are allowed for this work; e) The estimated dredging quantity including allowable overdepth may total up to 800,000 cubic yards; The contract period of performance will begin in the year 2016 and extend to 2017. The estimated order of magnitude is from $5,000,000.00 to $10,000,000.00 NAICS Code for this project is 237990 Other Heavy and Civil Engineering Construction and the size standard is $27.5 Million. [NOTE: Dredging - To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern.] To assist in our understanding of whether the market can meet this proposed definitive responsibility criterion, please demonstrate in your submittal in response to this Notice that your firm has dredged by mechanical means, within the last five years, a minimum of 10,000 cubic yards daily with disposal/placement at an ocean placement site. We welcome your comments on the appropriateness and ability of the dredging community to meet this proposed definitive responsibility criterion. Responses to this Sources Sought Announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their Specialized Experience in similar type contracts, Past Performance, Key Personnel. Capability statements should include size/classification of your firm, bonding capacity, bonding availability, details of similar projects, and the completion dates, references and contract amounts for the similar projects listed. Narratives shall be no longer than 20 pages. Responses should be sent to Vickie Grant at Vickie.L.Grant@usace.army.mil to reach this office on or before Tuesday, April 19, 2016 no later than 1:00 p.m. Eastern. SURVEY OF THE DREDGING INDUSTRY The following confidential survey questionnaire is designed to apprise the Corps of prospective dredging contractors' project execution capabilities. Please provide your response to the following questions. All questions are in regard to the MOTSU and/or Wilmington Harbor Mid-River maintenance dredging projects. General: 1) Have you ever worked on dredging jobs similar in nature to this project? If so, please describe the project and for whom the work was performed. Identify a point of contact and phone number, as a reference of relevant experience. 2) What percentage of work (volume of material dredged, transported and ultimately placed) can you perform with your own equipment or equipment owned by another small dredging contractor? 3) Have you performed dredging within the waters of Southport or Wilmington Harbor? 4) Would you be willing to bid on the MOTSU project? If the answer is No, please explain why not? 5) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 6) Would you be willing to bid on the Wilmington Harbor Mid-River project? If the answer is No, please explain why not? 7) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 8) Would you be willing to bid on the combined MOTSU & Wilmington Harbor Mid-River projects? If the answer is No, please explain why not? 9) Would you be bidding on this project as a sole contractor, prime contractor with subcontractor(s) or as a joint venture? 10) Is there a dollar limit on the size of contract that you would bid? If so what is that limit? 11) What is the largest dredging contract, in dollars, on which you were the prime contractor? 12) What is your bonding capacity per contract? What is your total bonding capacity? Equipment: 13) What type of dredge equipment do you own and / or operate that is suitable for the work described? Do you own a clamshell bucket? Please list each piece of equipment capable of performing each type of work described, i.e. dredging, transfer, transportation and final ocean placement of the material. For each dredge that you list, please specify its bucket size(s), and any other salient characteristics. ***NOTE: A US COAST GUARD OCEAN CERTIFIED DREDGE IS REQUIRED FOR THIS WORK. 14) Identify which dredge(s), including support equipment (tugs, crew boats etc.), you would employ on this project. Also, for each dredge, identify the maximum digging depth. 15) Do you own ocean-going material scows? If so, how many? Please list the name of the scow, its type (ocean going, bottom dump etc.) and the capacity. 16) Do you have experience with the use of an automated Dredged Material Monitoring System (Black Box/Silent Inspector) or employing a Dredged Material Inspector (DMI)?
