- Amendment 0005 The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) seeking to award a firm-fixed price construction contract to install new emergency electrical equipment per design drawings and specifications to bring the Albany Stratton Department of Veterans Affairs Medical Center (VAMC) into compliance with design standards and National Fire Protection Association (NFPA) code requirements. Work includes all necessary disciplines including but not limited to electrical, architectural, mechanical, structural and industrial hygiene. Work consists of installing new emergency electrical distribution equipment, including new risers from the sub-basement to the top floors, new distribution panels on each floor and in each wing. Existing elevator shaft walls will need to be reconstructed to accommodate the new distribution panels in the core at each floor and meet two hour NFPA code. All work will comply with strict infection control measures per specification. While asbestos containing material (ACM) has not been specifically identified within the project area, if an unforeseen site conditions related to discovery of ACM are identified and verified by VA in accordance with FAR 52.236-2, its abatement will be considered to be within the scope of this contract. The Contractor will be required to commence work within five (5) calendar days after the date of receipt of the Notice To Proceed (NTP), and to prosecute said work diligently and to complete the work ready for use not later than five hundred and fifty (550) calendar days after the receipt of the Notice To Proceed. This procurement strategy will be 100% Service Disabled Veteran Owned Small Business Set Aside for invitation for Bid (IFB). The North American Industry Classification System (NAICS) code is 238210. The business size standard is $15,000,000. The project magnitude is between $5,000,000.00- $10,000,000.00. Plans and specification for Solicitation will be available on or about 23 February 2016. Bid Opening date is on or about 04 May 2016 at 2:00 P.M. (Eastern Standard Time). Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet.
