Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial service. The Massachusetts Army National Guard requests quotes for a National Registry of Emergency Medical Technicians approved Accelerated Paramedic Course. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87. This announcement constitutes the only solicitation and a written solicitation will not be issued. The following is the Statement of Work we are requesting this contractor to complete: Statement of Work Scope. The following Statement of Work (SOW) is for (1) complete National Registry accelerated Paramedic Training course. The contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure the services are performed at Contractor's facility. The contractor shall accomplish all National Registry of Emergency Medical Technician (NREMT) - Paramedic Training Course tasks to meet the requirements of this Statement of Work. Contractor will provide training for four (4) students from the Massachusetts National Guard, to be completed not later than 28 September 2016. The accelerated paramedic course length will not exceed 105 days of initial training. The contractor will provide remedial training for students who are unsuccessful with initial testing of the National Registry of Emergency Medical Technicians written examination with the overall course length, including remediation, not to exceed 120 days. Attendance of National Guard Soldiers in excess of four (4) students will be allowed on an "if available" basis, and they will be charged the rate that results from this contract. 1.0 Applicable Documents and References. 1.1 National Emergency Medical Services Education Standards (Paramedic Instructional Guidelines) 1.2 These guidelines can be found at http://www.ems.gov/educationstandards.htm 2.0 Period of Performance. The applicable time period to facilitate this training is within the inclusive dates of 31 May 2016 through 28 September 2016. 3.0 Requirements. The contractor will provide a nationally certified paramedic class in accordance with the National Emergency Medical Services Education Standard developed by the National Highway Traffic Safety Administration (NHTSA) 3.1 Course length shall not exceed 120 days 3.2 Course Instructors must be certified to the paramedic level 3.3 Course must meet or exceed NREMT - Paramedic level. 3.4 Course must provide, at no cost, 1 (one) NREMT-P testing opportunity after graduation of the course. 3.5 Course must provide, at no cost, remedial training for first time failure of the NREMT-P written exam. 3.6 Course must not have read ahead modules or computer based training as a prerequisite. 3.7 Course must provide certification in Advanced Cardiac Life Support (ACLS), Pre-hospital Trauma Life Support (PHTLS), and Pediatric Advanced Life Support (PALS). 3.8 Contractor must provide all course material, excluding pens, pencils, and writing paper. 3.9 Contractor must provide uniform shirts and personal protective equipment for training. 3.10 Contractor must be able to prorate any fees if students are unable to complete course due to military mission requirements or personal hardship. These types of situations will be validated in writing through the "Authorized Government Representative" (AGR). 3.11 Course Content: Shall be developed and/or meet the following guidelines: 3.11.1 National Emergency Medical Services Education Standards - Paramedic Instructional Guidelines. http://www.ems.gov/pdf/811077e.pdf 3.11.2 National Emergency Medical Services Education Standards - Advanced Emergency Medical Technician Instructional Guidelines. http://www.ems.gov/pdf/811077d.pdf 4.0 Deliverables. The contractor shall provide the following: 4.1 All reference material, instruction and hands-on training outlined in the National Emergency Medical Services Education Standards for both the Paramedic -level and the Advanced-level Emergency Medical Technician (AEMT) Instructional Guidelines. 4.2 Upon completion of the course, a certificate of training including the number of patient contact and classroom hours. 4.3 All deliverables must meet professional standards and meet the requirements set forth in contract documentation. The contractor will be responsible for delivering all training specified. 4.4 The contractor shall provide, at a minimum, two types of reports: student mid-term progress report and student final report to AGR. 5.0 General Information. 5.1 Contractor will provide: 5.1.1 Contract Manager. The Contractor shall provide a Program Manager who shall be overall responsible for contract performance. 5.1.2 Performance Evaluation Meetings. The Contracting Officer may require the course leader to meet with the Contracting Officer, contract specialist, AGR, other government personnel as deemed necessary. The contractor may request a meeting with contracting officer when he/she believes a meeting is necessary. 5.1.3 Place of Performance. The Contractor shall perform the required support at their facilities to ensure students from varied locations are trained in one specific location. Computer Based (CBT)/Online Training curriculum is not an acceptable format. 5.2 The Government will provide: 5.2.1 Student Sustenance (Lodging, Transportation and Sustenance) END of Statement of Work ------------------------- Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The North American Industry Classification System (NAICS) code is 611519, and the size standard is $15M. (iv) This requirement consists of (1) one line item: CLIN 0001: Accelerated Paramedic Course. 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contracts Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, along with any and all applicable FAR and DFARS clauses which apply to this solicitation as applicable to the dollar value of the awarded contract. Contractor must comply with invoicing and payment instructions as described in DFARS 252.232-7003-Electronic Submission of Payment Requests and Receiving Reports and also DFARS 252.232-7006-Wide Area Workflow Payment Instructions THIS NOTICE IS A REQUEST FOR COMPETITIVE PROPOSALS.
