- Question & Answer Form Industry Day Registration Form MSDV4 Rugged DRAFT Spec MSDV4 Rugged DRAFT SOW THIS IS NOT A SOLICITATION ANNOUNCEMENT. The Army Contracting Command - New Jersey (ACC-NJ) and Product Director, Test, Measurement and Diagnostic Equipment (PD TMDE) will be hosting a Maintenance Support Device-Version 4 (MSD V4) Industry Day on 4 -6 May 2016 at Redstone Arsenal, AL. Industry day will start at 9:00 CST with onsite registration beginning at 8:00. The purpose of this industry day is to provide information regarding the planned acquisitions for the next generation of the MSD-V4 and to receive and respond to comments and questions from industry on MSD-V4. The MSD is an industrial, computer-based, commercial-off-the-shelf diagnostic and test equipment. The Government is interested in acquiring two versions of this system, Rugged (V4R) and non-rugged or Light (V4L). These systems will be used throughout the U. S. Army at all levels of maintenance as the Army's standard at platform tester for a wide variety of complex weapon systems. The V4R and V4L will be acquired in a separate acquisitions for which the government has prepared draft documents (Statement of Work, Specifications, and Contract Data Requirements List (CDRLs)) for the V4R and draft Specifications for the V4L for industry's review. The North American Industry Classification System (NAICS) code for this requirement is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The small business size standard is 750 employees. This announcement should not be construed as a Request for Proposal or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Industry Day. Attendance is strictly voluntary and is not required in order to submit a proposal for subsequent RFPs. A general session is tentatively scheduled for the morning of 04 May at 9:00 CST. During this session the Government plans to cover information regarding the acquisition strategy for the MSD-V4. The general session will be followed by one-on-one meetings with industry. These meetings will be scheduled in alphabetical order, according to name of participating companies. Each meeting will be approximately one hour long and will focus on industry's feedback on MSD-V4 requirements. As it relates to the MSD-V4R, be prepared to discuss recommendations focused on: 1. Lead time to submit First Article Test Units. 2. Potential areas of risk in the draft SOW and specification. 3. Areas within the draft documents where interested parties believe the Government has failed to adequately set forth the stated requirements in a clear and unambiguous manner. As it relates to the MSD-V4L, be prepared to discuss recommendations focused on: 1. Lead time to submit First Article Test Units. 2. New technologies, new designs, and/or changes to configuration, maintenance or other factors that would improve the overall reliability and sustainability of the system. 3. Inexpensive solutions that offer protection for the system in a rugged environment This exchange is for informational purposes only and shall not be construed as a commitment by the Government for any other purpose. The Government intends to use this forum to better refine its requirements, not to elicit trade secrets. All information will be treated confidentially and discreetly. The contractor is encouraged to be honest and forthcoming. No sales pitches allowed from industry; no give-aways. No cameras, tape recorders, or other reproduction devices are allowed. Attendees shall bear their own expenses related to this event. Any attendee that does not have a Government issued Common Access Card (CAC) or Military Identification must enter through the Redstone Arsenal Visitor's Center at Gate 9 on Rideout Road where badges may be obtained for approved visitors. The Government encourages submission of any questions/comments/concerns/content suggestions regarding this document, or anything else, via the Q&A form provided as an attachment to this announcement. It is noted that these, and all, questions and answers will be posted to this Special Notice. Accordingly, information will NOT be treated as propriety, unless specifically stated otherwise; please be aware that keeping good ideas as proprietary may preclude them from being incorporated into the solicitation. Interested participants must pre-register for Industry Day by completing the registration form attached to this announcement. No more than four (4) representatives may attend from each company. This will be strictly enforced. All representatives MUST provide a Government form of photo identification at registration. Please send the completed registration form electronically to Mr. Paul Giovannoli at paul.giovannoli.civ@mail.mil NO LATER THAN 5:00 p.m. EST, April 25, 2016. Participants are also requested to submit specific comments/questions/concerns regarding these documents or requirement in advance. This information must be submitted to Mr. Giovannoli not later than April 29 2016.
