- N00164-16-S-NB30 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - MK 36 Decoy Launching System Chaff Cartridges - FSC 1370 - NAICS 325998 Issue Date: 13 Apr. 2016 - Closing Date: 13 May 2016- 4:00 PM EDST In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this RFI/sources sought announcement as part of market research for an MK 36 Decoy Launching System Chaff Cartridges. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. The Government is seeking companies with the capabilities and facilities to provide: Item: Cartridge Seduction Countermeasure Chaff 130mm Seduction. Performance: RF Seduction decoy round. High performance center-burst chaff payload. Large radar cross section. Fast bloom time. Compatible with all 130mm fixed and trainable launchers. Chaff response can be tailored to customer's requirements. No in-service maintenance requirements. Capable of being fired from MK 36 DLS launcher Burst ground range @ 45˚ launch angle: 125-150m Burst height @ 45˚ launch angle: 80-100m Flight time to burst: 3.5 seconds nominal Chaff Radar Cross Section (RCS): Typically >15,000m² Bloom time from burst: typically 10 seconds Length: 1000 -1230 mm Weight: 20 - 30 kg Caliber: 130.2 mm Life Cycle Support Characteristics: Design/utilization for marine service. Demonstrated reliability in marine environment. Item: Cartridge Countermeasure Chaff 130mm Distraction. Performance: RF Distraction decoy round. Selectable variable range out to 2km. Single high performance chaff payload giving large radar cross section (RCS). Compatible with all 130mm fixed and trainable launchers. Chaff response can be tailored to customer's requirements. No in-service maintenance requirements. Capable of being fired from MK 36 DLS launcher Weight: 20 - 30 kg Length: 1000 -1280mm Caliber: 130.2 mm Burst range @ 45˚ launch angle: 1 - 2km Burst height @ 45˚ launch angle: 130 - 170m Flight time to burst: 20 to 30 seconds Drogue descent rate: 40-55 m/s Chaff RCS: Typically >10,000m² Bloom time from burst: typically <10 seconds Life Cycle Support Characteristics: Design/utilization for marine service Demonstrated reliability in marine environment Item: Cartridge Countermeasure Infra-Red (IR) 130mm. Performance: Infra-Red decoy round. Full coverage in both 3-5μm and 8-14μm bands. No in-service maintenance requirements. Capable of being fired from MK 36 DLS launcher Weight: 15-30kg Length: 1000-1200 mm Caliber: 130.2 mm Burst range @ 45˚ launch angle: 70-100m Sea deployment range @ 45˚ launch angle: 90-130m Burst height @ 45˚ launch angle: 70-100m Flight time to burst: 3 seconds nominal IR output 3-5μm: >1.0 kW/sr mean IR output 8-14μm: >4.0 kW/sr mean IR cloud size: >300m2 IR duration: >60 secs Responses should include availability, budgetary cost estimate, and lead time of the solution, as well as, whether a demonstration unit can be provided to expedite the decision making process. All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, mitigate the reason why the Government should not procure this effort on a sole source basis as stated above, and /or identify other Government contracts with similar efforts for the Government(s) consideration. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
