- LOCK CHAMBER BULKHEAD RECESSES MISSISSIPPI RIVER LOCKS 15 AND 16 DOWNSTREAM MAIN CHAMBER LOCK 15 UPSTREAM/DOWNSTREAM AUXILIARY CHAMBERS LOCKS 16, 18, AND 22 UPSTREAM AUXILIARY CHAMBER DESCRIPTION OF WORK: The work includes, but is not limited to, installing bulkhead recesses on opposing sides of the main lock chamber downstream of the downstream miter gates at Lock No's. 15 and 16, installing bulkhead recesses on opposing sides of the auxiliary chamber at Lock No's. 15, 16, 18, and 22, temporary support of the miter gates, design, installation, and dewatering of localized cofferdams, concrete removal, fabrication and installation of bulkhead recess assemblies, installation of new miter gate embedded anchorages, checkpost installation, installation of anchor and wall armor, concrete placement, re-adjustment of miter gates, fabrication and delivery of sill beam and accessories, removal and reinstallation of electrical conductors. NAICS Code: 237990 Completion Days: 365 Consecutive Calendar Days for the Base Estimated Range: More than $10,000,000.00 Unrestricted Procurement This construction contract will be awarded using competitive negotiations procedures for achieving the Best Value to the Government through the Source Selection Process. The Source Selection will be conducted in accordance with procedures prescribed in FAR Part 15. The Government will select for award the proposal that is most advantageous and represents the best overall value to the Government, considering the Technical Approach, Past Performance, Small Business Participation and Price, along with their respective sub-factors (as applicable). The non price factors- technical approach, past performance and small business, when combined are significantly more important than price. Technical approach is the most important factor. Past performance is more important than small business participation and small business participation is more important than price. It is anticipated that the plans and specifications for this project will be available on www.fbo.gov on or about 13 April 2016. Any contractor wanting the plans and specifications must download them from this website.
