- Solicitation is released as a Request for Quotation (RFQ). The purpose of AMENDMENT 0001 is to release the solicitation as an attachment to this announcement. The response date for submitting quotations closes on April 25, 2016 at 10:00 AM, Eastern. --- INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Aging (NIA) intends to solicit and award a contract to obtain contractor support for performing sequencing services of human genomic DNA samples on a project that aims to generate genome wide sequencing data on a large series of Parkinson's disease patients. DNA from 4,000 deeply phenotyped individuals will be whole genome sequenced using the latest second generation sequencing technology. EXTENT OF COMPETITION This acquisition will be processed under the solicitation provisions and contract clauses identified in Subpart 12.3 and is anticipated for release on a Full and Open competitive basis with no set-aside restrictions as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this procurement is 541990 and the Small Business Size Standard is $15,000,000. Offerors will be required to submit an acceptable subcontracting plan in accordance with the terms of the clause entitled "Small Business Subcontracting Plan," at FAR Clause No. 52.219-9. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) Number/Effective date: FAC2005-86/12-31-2015. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold of $150,000. BACKGROUND The Laboratory of Neurogenetics (LNG) is contained within the Intramural Research Program (IRP) at the National Institute of Aging (NIA) of the National Institutes of Health (NIH). The LNG is driven by the mission to identify the causative genes for Parkinson's Disease and other neurodegenerative diseases. Contractor shall provide support to LNG by performing whole genome sequencing of 4000 DNA samples from Parkinson's disease patients and a neurologically normal control group. The LNG has been a key laboratory in furthering the basic understanding of neurodegenerative disease progression from Alzheimer's, Parkinson's, dementia and stroke. LNG is currently collecting DNA from families and individuals with a history of neurodegenerative diseases. The goal of this requirement is to analyze the sequencing data of purified gDNA samples from a family of individuals with a history of Parkinson's Disease. Purpose and Objectives The Contractor shall possess the ability to use and operate a sequencer system that is capable of processing the quantity of samples and the delivering of timely results as described in this announcement. The Next Generation sequencing system the Contractor shall use will be capable of providing 30x coverage per genome sequenced and able to process 4,000 samples at a time. Period of Performance: The Period of Performance shall be effective on or around May 1, 2016. The Government anticipates approximately two (2) months of service will be required by the contractor to complete this requirement. The type of contract anticipated is a fixed-price type of contract. CLOSING STATEMENT The solicitation will be issued on or about March 26, 2016 and quotes will be tentatively due about fifteen (15) days after the solicitation release date.
