- Description
- This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC) intends to award a firm fixed price purchase order to Ortho-Clinical Diagnostics, Inc., Raritan, NJ 08869-1424 a Johnson & Johnson Health Care System Inc. affiliate company for the acquisition of an instrument and table used in patient and donor testing. The proposed vendor, Ortho Clinical Diagnostics Inc. (OCD) is the only known manufacturer and registered trademark holder of the ORTHO VISION TM Analyzer and the ORTHO VISION TM Table that will be used for blood testing at the National Institutes of Health, Transfusion Services Lab (TSL). The requested instrument along with the table will be used to test patient specimens. The testing platform currently used by TSL is the ID-MTS TM Gel Card technology using responsive automation with the Ortho ProVue® Analyzer which will no longer be supported by Ortho resources and technician staff due to an upgrade to the ORTHO VISION TM Analyzer. To keep testing and testing results consistent, an upgrade to the ORTHO VISION TM Analyzer is required because it is the only known compatible analyzer with existing testing platform and results. The purchase order shall not exceed the simplified acquisition threshold. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i) allowing the Contracting Officer (CO) to solicit from one source.
