- Walla Walla Fire Sprinkler Inspection SOW Clarifications. 1.Can you provide the quantity of tampers, waterflows, low-air switches, FDC & PIV's? See edited SOW Part, Para B 2.How many fire pumps, what size/type and are we to run pumps monthly? See Part I, Para B, Table WW-140 3.Are we to perform the 5year standpipe testing? If so when was it last performed? No standpipes. However, see edited SOW Part II, Para A.5 (5-year Inspection) on FDC 4.How many gauges are to be inspected monthly? Are we to replace gauges that are older than 5 years? If so how many? See edited SOW Part I, Para B and Part II Para A.3 on gauges. All replacement components are to be noted on report Part II para D. Component replacement is not within scope of this testing and inspection SOW. 5.Are we to perform the 5yr Obstruction Investigation? If so when was it last performed? See edited SOW Part II, Para A.5 (5-year Inspection) 6.Is there any testing required after normal hours? See SOW Part III, Para E 7.Are there any standpipes to be inspected? If so how many? No 8. Wainwright Memorial VA Medical Center Fire Sprinkler Testing Updated 12 Apr 2016 Part I: General Information A.Introduction The Jonathan M. Wainwright Memorial VA Medical Center, 77 Wainwright Drive, Walla Walla, WA, requires services to perform 5 Year, Annual, Semi-Annual, Quarterly, and Monthly inspections and testing on wet and dry fire sprinkler system as required by the NFPA 25 Standard at our Walla Walla VA Medical Center and the Yakima CBOC, Yakima WA. B.Scope Contractor shall provide all necessary labor, equipment and supplies to inspect and test all associated with the wet and dry fire protection sprinkler system to comply with 5-year, annual, semi-annual, quarterly, and Monthly requirements. Specific questions relating to the fire sprinkler system operation shall be addressed to the building owner: Jonathan M. Applicable Documents: Service work to the sprinkler systems shall be completed in accordance with the following: "NFPA 25, Inspection, Testing, and Maintenance of Water Based Fire Protection Systems "NFPA 72, National Fire Alarm Code "2015 George Mills Concurrence on 20 pt inspections memo Part II: Work Requirements Contractor shall furnish all labor, travel, testing, testing equipment and all required materials to perform Annual, Semi-Annual, and Quarterly Testing on the Fire Protection Systems, and to perform monthly system inspections. The Contractor shall be licensed to work on Wet and Dry Fire Sprinkler Systems in the state where the CBOCs reside. The Contractor's staff shall include a fully qualified Field Service Representative assigned to this area of expertise. A.5-year, Annual, Semi-Annual, Quarterly, and Monthly inspections and testing of the wet and dry fire sprinkler system shall be done in accordance as listed below. Wainwright Memorial VA Medical Center & Yakima CBOC 1.Annual Inspection (September) "Dry System "Wet System "All sprinkler flow alarms (wet and dry) "All main drains (wet and dry) "Operation of all control valves "Test all Supervisory Switches "Test all alarm devices "Visual inspection of complete 2.Semi-Annual (March) "All sprinkler flow alarms (wet and dry) "All main drains (wet and dry) "Operation of all control valves "Test all Supervisory Switches "Test all alarm devices 3.Quarterly Inspections (December, June) "All sprinkler flow alarms "All main drains "Operation of all control valves "All air and water gauge operation 4.Monthly Inspections (October, November, January, February, July, August, Apr, June) "Check air gauges "Check all control valves to ensure correct positions "Ensure door to valve room is locked "Ensure valves are accessible, free of damage, and have proper signage "Check dry valve to ensure free from damage, trim valves are in proper position, and chamber is not leaking "Check wet valves for damage 5.5 year Inspection (2016 July - Sept) - Exterior Fire Dept. Connection (each bldg.) water pressure and obstruction test per NFPA 25 para 13.7 B.Five days prior to the approved scheduled inspection dates the contractor shall contact the Contracting Officer's Representative (COR) for conformation that the scheduled date is still acceptable. C.The Contractor shall report to the COR when arriving to perform the service. This check-in is mandatory. When the service is completed, the Contractor shall check out with the COR. The Contracting Officer's Representative (COR) shall monitor the performance of this contract. The Contractor shall report to the COR when arriving to perform the service. This check-in is mandatory. D.Deliverables: 1.Contractor shall complete an inspection form for each service as the inspection and test on each system is completed. A description of the system conditions, description of corrected measures needed and any other special notes (tests conducted and maintenance work that may need to be performed) shall be noted on the form. The form shall be signed by the service technician and submitted to the COR. Contactor shall utilize NFPA Forms 5 and 6 for the Wet and Dry system inspections and testing. 2.Contractor shall provide documentation that all alarms and troubles triggered the Fire Alarm System. This shall be coordinated with the Clinic Manager or other VA personnel approved by the COR. A copy of this documentation shall be given to the COR, who shall provide a copy to the Safety Manager. 3.The inspection report shall indicate the probable continuance of the condition of each system until the next test. 4.All services under this contract shall conform to the National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), and Original Equipment Manufacturer standards and specifications. 5.Provide 1 copy of report to building owner, for deficiency correction. Wainwright Memorial VA Medical Center, 77 Wainwright Drive, Walla Walla, WA 99362 POC: Tim Anderson 509-525-5200 Ex 26556 Part III: Supporting Information A.Security: The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. A flash badge shall be obtained from the facility HR office. The flash badge will be worn while The Contractor employee(s) is on-site and will be returned to the HR office, upon completion of that job. B.Safety Requirements: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served on the Contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work, and hold the Contractor in default. Yakima CBOC 717 Fruitvale Blvd Yakima WA 98902 D.Qualifications of Key Personnel: The Contractor's staff shall include a fully qualified Field Service Representative assigned to this area and a fully qualified Field Service Representative who shall serve as the backup. Fully qualified is based upon training and on experience in the field. For training, the Field Service Representatives must have successfully completed a formalized training program for the equipment covered under this contract. For field experience, the Field Service Engineers must have a minimum of five years of experience. Contactor shall be licensed in the state where the service is provided. E.Hours of work: Hours of Work are defined as Monday through Friday from 8 a.m. to 4:30 p.m., excluding federal holidays or as otherwise arranged with the Contracting Officers Representative. The ten holidays observed by the Federal Government are New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. Also, any other day declared by the President of the United States to be a national holiday. F.Payment for Services: Invoices will be paid in arrears on a monthly basis upon completion of the services. Each invoice shall include VA purchase order number, invoice number and the month of the service being invoiced. G. Period of Performance: Period of performance is from the date of award in 2016 (approximately June 1, 2016) to May 31, 2017. Follow-on years will run from June through June with four (4) one year option periods to be exercised at the discretion of the Government.
