- The Naval Medical Logistics Command (NMLC) intends to award a sole source contract under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to University of Southern California (USC) Surgical Skills Simulation and Education Center, 2250 Alcazar St., Los Angeles, CA 90033, for fresh tissue dissection laboratory training. Each training course consists of two twelve hour days and up to three courses are required by the end of September 2016. The courses shall be conducted in a fresh tissue dissection laboratory in the USC Surgical Skills Simulation and Education Center at the Los Angeles County + USC Medical Center. A Chief of Trauma Training will lead a team consisting of a Coordination/Surgical Technician and a Surgical Simulation Specialist that will provide instruction and education during all course hours. Two perfused cadaver specimens shall be provided by the contractor for each course. All necessary supplies shall be provided by the contractor, including but not limited to gloves, fluid resistant gowns, scalpels, and gauze. The first training course shall be provided in approximately July 2016 with up to two additional courses to be provided in accordance with the contract. The USC Surgical Skills Simulation and Education Center is the only source that uses perfused cadavers to provide the most advanced life-like training. Additionally, the training shall be held at Los Angeles County + USC Medical Center. This is the only Level 1 trauma center partnered with the Navy for trauma training and it is the only trauma center with the technology to perfuse cadaver specimens. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 3 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 2:00 PM Local Time, 28 April 2016.
