Description
The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to: HARRIS CORPORATION 1680 UNIVERSITY AVE ROCHESTER, NY 14610-1839 The following Intent to Sole Source is for a new contract to provide sustainment services to the Mid-tier Networking Vehicular Radios (MNVR), the AN/VRC-118(v)1 procured on contract W15P7T-13-D-0068. The MNVR radio system is a Non-Developmental Item, two (2) channel, line-of-sight communications system that enables independent, high capacity, mobile ad-hoc internet-protocol (IP) networking for secure tactical data communications capabilities to the Warfighter. The radio system provides communications using two (2) Government-owned networking waveforms: Wideband Networking Waveform (WNW) and the Soldier Radio Waveform (SRW). A) This intended procurement is for sustainment services to the current contracted MNVR AN/VRC-118(v)1 radio. The Government will not be providing the Technical Data Package. 1. Logistics Demonstration Preparation and Execution. The Government requires the planning, preparation, and conduct of a Logistics Demonstration (Log Demo), a requirement that must be fulfilled prior to Full Rate Production (FRP), currently scheduled for 3QFY18. The Log Demo consists of the following: • Generate a list of hardware and software faults relevant to the MNVR system. • Implement those faults in MNVR systems in a realistic environment (in vehicles, with soldiers) by changing system settings, substituting special hardware, or other methods as required. • Monitor soldier resolution of faults, and assess suitability of training and Technical Manuals. MNVR will conduct a final Log Demo prior to FRP to assess the readiness of the system support package components, specifically the Technical Manuals, troubleshooting guides, and repair/replace processes. Log Demo services are required for a period of time up to and including the conduct of the Log Demo, but also following the event to ensure necessary updates to Log Documentation and procedures are captured. 2. Technical Manuals (TMs). Currently two Technical Manuals are in development by the OEM: 1) Operator; 2) Field Maintainer. Both completed TMs are required to be MIL-STD-40051-2B compliant xml source code files. Additional TM work is required to continue through the period of the Log Demo and software updates (discussed in 3. below) for inclusion of changes into the TMs. Updates and changes required by this action are as follows: • Incorporate Tactical Operation Center (TOC) configuration content to both manuals • Update and integrate software upgrades and changes (5.1.1, 5.1.2) • Update future system enhancements and upgrades as required 3. Software Support. The software embedded in the R/T, the Operating Environment (OE), is required to be updated and maintained when changes to the Government-provided waveforms or other system operating enhancements or patches are required. Recoding of the Operating Environment results in new software versions (e.g. 5.1.1 to 5.1.2) which are then loaded onto MNVR radio systems. Each required change will be defined by the Government. The following services are then needed: • Assess feasibility, and price and time to implement each change, and report results to the Government. • Implement and test software changes in MNVR system, including regression testing of previously implemented MNVR capabilities. • Document results for configuration control. 4. Field Support Representative (FSR) support. FSRs are required to assist Government tests and exercises using the MNVR radio system, specifically the Network Integration Exercises (NIE) held semi-annually at Fort Bliss, TX. In addition, FSRs will be instrumental in assisting the Government staff with the Initial Operational Test & Evaluation (IOT&E) event planned for 3QFY17. FSRs are required to: • Thoroughly understand installation, operation and maintenance of MNVR system. • Support MNVR during test events at Army locations. • Advise Government personnel when installing MNVR systems in Army vehicles. • Advise Government personnel during operation of MNVR systems. • Advise Government personnel when diagnosing and correcting MNVR faults. 5. Hardware Repair Services. Hardware repair services are required for inoperable non-warranty Line Replaceable Units (LRU) on an as-needed basis. The Contractor shall; for each returned non-warranty LRU, the following services are required: • Coordinate non-warranty repairs and provide replacements as appropriate. • Develop a rough order of magnitude (ROM) to support repair costs, schedule, and delivery. • Based on results of repair assessment and ROM, the Government will request repair and return, or disposal of inoperable LRUs. 6. Hardware Sustainment. The Contractor shall provide any hardware and material items necessary to complete the repair or replacement of degraded components for the MNVR radio. The following items may be required but not limited to repair parts, spare parts, and test equipment: • Antennas • Antenna Mast Kits • Cables • Power adapters/Supplies • Mounts • Network Port Extenders • TOC Kit components B) The proposed action is for sustainment and support services for the current MNVR system. The Government intends to Sole Source due to not owning the proprietary technical data listed below: -System level *manufacturing test specifications *manufacturing test fixture specifications -Line Replaceable Unit level (Receiver/Transmitter, Power Amplifier (PA), Network Port Extender (NPE) *schematics *manufacturing test specifications *manufacturing test fixture specifications *manufacturing assembly drawings, with all part numbers -Detail level *printed circuit board (PCB) schematic *PCB artwork, drill patterns, solder mask *PCB component lists *PCB component placement data *PCB test fixture specifications *mechanical part fabrication drawings *software source code *firmware source code All responsible sources may submit at their own costs a capability statement in writing, which will be considered by the Government. The capability statement shall identify the Contractor's capability in meeting the Government's requirements for the proposed services in Section A above. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Submissions shall not include proprietary and/or classified data. This notice of intent is provided for informational purposes and is not to be considered a request for proposals, solicitation of offers or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
