- terahertz spectrometer Solicitation Number FDA-SOL-1161829 Terahertz Spectrometer PART 1 - DESCRIPTION The U.S. Food and Drug Administration's (FDA) Center for Drug Evaluation and Research (CDER) has a need for a new terahertz spectrometer with the capability to analyze tablet and capsule form dosage forms and providing information such as polymorphic form characterization. This type of information has traditionally only been available when running crystallographic methods. This purchase is intended to upgrade the capabilities currently held at the Division of Pharmaceutical Analysis and to support important projects such as spectral library and screening activities that are part of an effort to improve efficiency and increase sample throughput. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. This solicitation is a Request for Quote (RFQ) using FAR Parts 12 and 13 procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87-1. TOTAL MAXIMUM POTENTIAL FIRM-FIXED-PRICE $ *The firm-fixed-prices are inclusive of all costs, such as shipping, parts, installation, training, labor, travel, and any other warranty and service maintenance costs. Payment is only authorized for the respective firm-fixed-prices upon successful completion of the respective CLIN, including delivery and acceptance of all deliverables, as determined by the FDA Contracting Officer's Representative (COR), and upon submission of a proper invoice. Proper invoice submission includes following the invoice instructions below. PART 3 - DESCRIPTION/SPECIFICATIONS 3.1 Background The U.S. Food and Drug Administration's DPA has successfully implemented spectroscopic screening technologies for use at import centers and mail facilities within the US. Existing methods for these samples have focused on laboratory resting that requires several sample and instrument preparation steps, a requirement which is both time consuming and expensive. Preliminary work performed by has indicated that vibrational spectroscopy techniques are both rapid and non-destructive and can be used to analyze samples in a rapid fashion. Terahertz spectroscopy requires little, if any, sample preparation and can be used by non-technical users in the field. Further process on development of terahertz methods will complement the FDA's existing suite of methods on other vibrational techniques such as Raman and near infrared methods. 3.2 Salient Characteristics of the Terahertz Spectrometer The contractor shall provide the Government with one (1) terahertz spectrometer that meets or exceeds the salient characteristics described below: 1. The instrument shall be capable of operating in transmission, reflectance, and attenuated total reflectance modes and analyzing intact tablets/capsules without destroying samples and also analyzing pharmaceutical raw materials (powders). 2. The instrument system shall be fully-automated and be capable of analyzing tablets/capsules during each experimental run. 3. The instrument shall be usable by non-experts following basic training. 4. The instrument shall be a standalone system, self-contained benchtop system and not require additional parts or components to perform analysis that are not part of the initial system. 5. The instrument shall be upgradeable should future capabilities not included with the initial system be required at a later date. 6. The system shall include installation and IQ/OQ/PQ at final site. Routine calibration accessories should also be included for performance verification by user on daily basis. 7. The instrument shall have a spectral range of not less than 0.5 to 7 terahertz. 8. The instrument shall feature frequency accuracy not less than 1.4 terahertz. 9. The instrument shall feature frequency resolution of better than 10 gigahertz. 10. The instrument shall exhibit stability of less than 10% intensity counts and frequency shifts of less than one wavenumber. 11. The instrument shall be able to accomplish analysis throughput of at least 8 milliseconds per scan. 12. The instrument software shall be compatible with Windows 7 or higher operating system. 13. The instrument shall have a user-friendly interface and be capable of use with chemometric analysis for quantitative applications. 14. The instrument shall support standard file formats (e.g.,.TXT,.SPC,.CSV), which can be imported into GRAMS Spectral ID and used for library searches. 15. The instrument shall designed for use in 21 CFR 11 compliant environment. 16. The instrument shall include appropriate interlocks and safety mechanisms. 17. The instrument shall be new, not a demonstration model nor a refurbished instrument. The anticipated life cycle of the instrument shall be greater than 10 years at full performance. 3.3 Optional Service/Maintenance Agreement The FDA shall have a unilateral right to exercise optional periods of service/maintenance coverage on the instrument described in section 3.2. This service agreement shall cover all parts, labor and travel necessary to maintain the instrument. FAR 52.217-8, Option to Extend Services (November 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within the period of performance of this contract. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five years. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. This type of information has traditionally only been available when running crystallographic methods. This purchase is intended to upgrade the capabilities currently held at the Division of Pharmaceutical Analysis and to support important projects such as spectral library and screening activities that are part of an effort to improve efficiency and increase sample throughput. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. PART 3 - DESCRIPTION/SPECIFICATIONS 3.1 Background The U.S. Food and Drug Administration's DPA has successfully implemented spectroscopic screening technologies for use at import centers and mail facilities within the US. Existing methods for these samples have focused on laboratory resting that requires several sample and instrument preparation steps, a requirement which is both time consuming and expensive. Preliminary work performed by has indicated that vibrational spectroscopy techniques are both rapid and non-destructive and can be used to analyze samples in a rapid fashion. Terahertz spectroscopy requires little, if any, sample preparation and can be used by non-technical users in the field. Further process on development of terahertz methods will complement the FDA's existing suite of methods on other vibrational techniques such as Raman and near infrared methods. 3.2 Salient Characteristics of the Terahertz Spectrometer The contractor shall provide the Government with one (1) terahertz spectrometer that meets or exceeds the salient characteristics described below: 1. The instrument shall be capable of operating in transmission, reflectance, and attenuated total reflectance modes and analyzing intact tablets/capsules without destroying samples and also analyzing pharmaceutical raw materials (powders). 2. The instrument system shall be fully-automated and be capable of analyzing tablets/capsules during each experimental run. 3. The instrument shall be usable by non-experts following basic training. 4. The instrument shall be a standalone system, self-contained benchtop system and not require additional parts or components to perform analysis that are not part of the initial system. 5. The instrument shall be upgradeable should future capabilities not included with the initial system be required at a later date. 6. The system shall include installation and IQ/OQ/PQ at final site. Routine calibration accessories should also be included for performance verification by user on daily basis. 7. The instrument shall have a spectral range of not less than 0.5 to 7 terahertz. 8. The instrument shall feature frequency accuracy not less than 1.4 terahertz. 9. The instrument shall feature frequency resolution of better than 10 gigahertz. 10. The instrument shall exhibit stability of less than 10% intensity counts and frequency shifts of less than one wavenumber. 11. The instrument shall be able to accomplish analysis throughput of at least 8 milliseconds per scan. 12. The instrument software shall be compatible with Windows 7 or higher operating system. 13. The instrument shall have a user-friendly interface and be capable of use with chemometric analysis for quantitative applications. 14. The instrument shall support standard file formats (e.g.,.TXT,.SPC,.CSV), which can be imported into GRAMS Spectral ID and used for library searches. 15. The instrument shall designed for use in 21 CFR 11 compliant environment. 16. The instrument shall include appropriate interlocks and safety mechanisms. 17. The instrument shall be new, not a demonstration model nor a refurbished instrument. The anticipated life cycle of the instrument shall be greater than 10 years at full performance. 3.3 Optional Service/Maintenance Agreement The FDA shall have a unilateral right to exercise optional periods of service/maintenance coverage on the instrument described in section 3.2. This service agreement shall cover all parts, labor and travel necessary to maintain the instrument. "Sensitive technology"- (1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically-- (i) To restrict the free flow of unbiased information in Iran; or (ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and (2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)). "Service-disabled veteran-owned small business concern"-- (1) Means a small business concern-- (i) Not less than 51 percent of which is owned by one or more service--disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. ADDENDUM TO PROVISION 52.212-1 52.207-4 ECONOMIC PURCHASE QUANTITY--SUPPLIES (AUG 1987) (IAW FAR 7.203) (a) Offerors are invited to state an opinion on whether the quantity(ies) of supplies on which bids, proposals or quotes are requested in this solicitation is (are) economically advantageous to the Government. (b) Each offeror who believes that acquisitions in different quantities would be more advantageous is invited to recommend an economic purchase quantity.
