Description
Sources Sought Information Form Synopsis: REPAIR OF HIGH EXPANSION FOAM (HEF) SYSTEM - SOURCES SOUGHT. This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Tennessee Air National Guard, Memphis ANG Base, Memphis, TN has been tasked to solicit for and award the following projects: (A) R educe the possibility of water intrusion into the foam system controls, which consist of: Replace existing high expansion foam (HEF) manual pull stations with NEMA 4 manual foam activation stations and back boxes, watertight conduit looped into bottom of the back box with drain and dedicated distinct signage. This is recommended to reduce inadvertent discharge from water intrusion, and provide a means for condensate drainage on the interior of the raceway system. New NEMA 4 activation stations will be similar in color and physical dimension to existing HEF pull stations. Similar color to the existing pull station is intended to minimize confusion among end users. Additionally, similar physical size will ensure the NEMA 4 activation stations fit within the space of the current pull station locations and the existing clear protective/tamper covers. Protective/tamper covers will prevent accidental hits or breaking of activation stations that historically cause inadvertent foam activations. Reinstall existing clear protective/tamper pull station covers and provide new labeling on existing clear protective pull station covers. Any covers broken or damaged should be replaced. New labeling on the covers will read "Lift and Pull to Start Foam." Wording may change depending upon the actuator NEMA 4. Provide watertight conduit and NEMA 4 J-Boxes throughout hangar bay for all foam system control circuits in the hangar bay. Conduit should enter the bottom of the back box, and the low point of the conduit will be provided with a drain. Where the conduit is in a hazardously classified area, additionally provide breathers in isolated portions of the conduit (e.g. sealed off from the remaining conduit system). Drains and breathers shall be rated for the hazardous classification in which they are installed, but shall not be less than NEMA 4. (B) Reduce the risk of inadvertent HEF activations due to water flow in the existing sprinkler systems, which consist of: Reprogramming three (3) individual Siemens System 3 Foam Release Panel, Model CP-35, that support the three respective hangar bays located at the 164 Airlift Wing, Air National Guard Base Memphis, TN in accordance with Table 9-1 ANGETL 15-01-03 Fire Protection Design Guidance (May 2015). Test and demonstrate the input and output at the panel level and confirm the existing Siemens Foam Release Panels operate as described in ANGETL 15-01-03 (01 May 2015) to include activating the existing manual operated HEF pull stations are the only single mode of operation for each HEF System. Document the Input/Output programming matrix for each HEF System. Test and repair the HEF Tamper circuit in each HEF System. Troubleshoot and repair/replace any non-functioning panel components. Fully reset each HEF system and alarms to include the reset of all doors, exhaust or fan systems, pumps, and drainage systems tied into the existing Foam Release Panels. (C) Repair and ensure functionality cross-zoned heat sensor circuits in Maintenance Hangar, Building 4513, which consist of: Supply 120' Boom Lift to gain access to heat detection circuit. Trace existing circuit to detect Fault to grounding condition. Repair/Replace faulty field sensors including pulling of new wire of detection circuit. Testing and confirm proper functionality including cross-zoning configuration. Proposed projects will be a Firm Fixed Price contract. The type of solicitation issued will depend up on the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. The magnitude of this project is between $100,000 and $250,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 23 April 2016, 10:00 A.M. EST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (attached to this posting) and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
