Description
PROJECT NUMBER XHEA162020, RPR MAIN GATE (VALENCIA GATE) 162 nd WING. The purpose of this synopsis is to gain knowledge of potential Service-Disabled Veteran-Owned Small Businesses. The 162nd Wing intends to issue an Invitation For Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the repair of the Valencia Gate area at the 162 nd Wing, Tucson, AZ. This project will provide: The 162 nd Wing, Base Contracting Office, Arizona Air National Guard anticipates the solicitation and award of a contract for regrading of the Main Gate on Valencia, just inside the gate. The current one entry and one exit lane layout will become 2 entry drive lanes, 1 vehicular inspection lane and 1 exit drive lane with 2 guard stations. Signage and light poles will be relocated to accommodate these new lanes. The new lanes will be striped and include removable barricades, curbs, gutters and adjacent landscape boulders. BID OPTION 1: Bid Option one includes a pre-engineered shade structure over the guard stations. Construction includes: Demolition of existing curbs and pavements, grading, base course and new paving. New curb alignments, pipe bollards, secure gates and minor landscape work. Modifications of existing electrical systems. Relocation of existing signage. The contract duration is 120 days after Notice-To-Proceed. This project is set aside 100% for SDVOSB provided that adequate competition of responsible contractors will be ensured. The North American Industry Classification (NAICS) Code is 237310, with a size standard of $36,500,000.00. The solicitation is anticipated to be released on or about 10 May 2016. The solicitation will be issued under a different solicitation number. The magnitude of this project is between $100,000.00 and $250,000.00. All interested Service-Disabled Veteran-Owned Small Businesses concerns will provide this office in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 5 PM Eastern Standard Time on April 27, 2016. The North American Industry Classification System (NAICS) code for this work is 237310. The small business size standard is $36.5 million average annual revenue for the previous three years. Your attention is directed to FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of a contract for General Construction, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project if set aside for small business. Contractors should provide information regarding their plan and resources available to provide the indicated 15 percent of the cost of the contract with its own employees. Attach additional information, not to exceed three typewritten pages, that must include the following information: (1) positive statement of intent to bid as a prime contractor and (2) a completed and signed Sources Sought Information Request Form (see form attached) and (3) a listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and POC are to be included. Indicate if you were a prime or subcontractor, and if subcontractor, provide name and point of contact for the prime contractor, (4) a brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. The information received will be used to determine the type of set-aside, if any. In the event adequate Service-Disabled Veteran-Owned Small Business contractors are not available for adequate competition for this project, it will be advertised as Small Business set-aside.
