- Solicitation - includes statement of work NASA/KSC has a requirement for providing all materials, crates, ISO containers, and support required to package and ship two 9.1-meter antennas from Wilkes-Barre, PA, 18702, to Kennedy Space Center, FL, 32899 using industry standard over the road freight shipping practices. This requirement is a total small business set aside under NAICS code: 488991, Packing and Crating, which has a size standard of $27.5M in average annual receipts. Offerors shall specify their size standard on their quotation for this procurement. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12, and the simplified acquisition procedures set forth in FAR Part 13. Offers will be evaluated on a lowest price, technically acceptable basis. Please refer to page 28 of the solicitation for further clarification. This solicitation requires an on-site estimate to the Army Depot Warehouse in Wilkes-Barre, PA in order to quote. Interested parties must send their company information, including name, address, phone number and email, via email to the Contract Specialist in order to schedule a site visit. Questions regarding this acquisition must be submitted in writing via email no later than 9:00 AM Eastern Standard, Tuesday, April 26, 2016 to the Contract Specialist, Stephanie Gvozd, at stephanie.n.gvozd@nasa.gov. Prospective quoters shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice and amendments (if any). Quotations must be submitted to the Contract Specialist via email by 09:00 AM Eastern Standard, Monday, May 2, 2016. Based on the quotations proposed, the Contract Specialist will determine if the Service Contract Act (FAR 52.222-41, Service Contract Labor Standards (MAY 2014) applies. Appropriate clauses will be incorporated prior to award if so. If the exemption in FAR 52.222-53, Exemption From the Application Of The Service Contract Labor Standards To Contracts For Certain Services—Requirements (MAY 2014), applies, prospective quoters shall complete paragraph k of FAR 52.213-3, Offeror Representations and Certifications-Commercial Items (MAR 2016) – Alternate I (MAR 2016) in the solicitation document. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
