Description
The Bureau of Reclamation (Reclamation) is issuing this sources sought notice to conduct market research to identify potential offerors for PRV Modernization, Conversion and Overhaul of Pressure Regulating Valves, A2, A4, and A7. Hoover Dam will soon begin modernization of three (3) remaining Pressure Relief Valves (PRVs) (Units A2, A4 and A7). The PRVs were designed in the 1930s through the 1950s. Work has already been completed on fourteen (14) PRV units and Hoover Dam has purchased hydraulic manifolds, accumulators, hydraulic power units and digital controllers for the remaining units which the contractor must use in any design supplied. Of the three remaining units, A2 will require the least amount of work since it was overhauled in the last ten years. Units A4 and A7 will require extensive modification to convert them from their current design of opening down to a unit that opens in the upward direction. All designs must be similar in nature and operation as the newly modernized units. The new design utilizes a hydraulic accumulator bank for stored energy that is a nitrogen gas over oil accumulator and uses a small HPU unit for Recharge. All interested firms designs must incorporate a functionally and dimensionally similar arrangement to minimize the floor space used in Hoover Dam Powerhouse. The final product must incorporate all Government supplied equipment. Based on previous designs, all PRVs will require the contractor to provide a new head cover design which incorporates a mount for a contractor built large hydraulic actuator, includes all piping/hoses, an access platform and various data outputs for position and pressure. The contractors design must incorporate all previously purchased government furnished components, which will be a Hydraulic Manifold (Manufactured by COMOSO Hydraulics), Control Interface Box (Manufactured by American Governor) and other Government furnished components. In order to be considered qualified for this work, interested firms must fully demonstrate in their response, previous past experience as a self-performing prime contractor on large diameter PRVs of 60-inches diameter discharge opening or larger, rated at 200PSI and 2,000 cubic feet per second of water flow. Interested firms must provide detailed data in their response which clearly demonstrates the work performed on PRVS; the OEM manufacturers name, the size of units worked on (along with a description of what work was done); their capabilities for manufacturing PRV replacement parts, designing and engineering new replacement PRV components; and demonstrated experience in the modernization of water operated PRVs to digitally controlled hydraulic operation. Interested parties should submit a capabilities package demonstrating the ability to perform the work explained above. When responding to this notice, respondents are asked to provide the following information: (1) Business name and address and DUNS number; (2) Contact information; (3) Business size and any additional socioeconomic classification (i.e., 8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.); (4) Bonding capability, including current single and aggregate performance and payment bond limits; and (5) Data to demonstrate capabilities and experience to perform this requirement as stated above. The applicable North American Industry Classification System (NAICS) code is 333611, Turbine and Turbine Generator Set Unit Manufacturing, and the related small business size standard is 1,500 employees. The estimated dollar magnitude of this project is anticipated to be between $5,000,000 and $10,000,000. This is not a request for proposal and does not constitute any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested. This announcement does not restrict the Government to an ultimate acquisition strategy. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
