Description

Pre Solicitation Notice for Manned Flight Simulator Effort Bridge Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to negotiate with J.F. Taylor, 21610 South Essex Drive, Lexington Park MD 20653-4239, and CAGE Code: 8V704 on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. J.F. Taylor is being sought because they have in place the necessary personnel and knowledge to fulfill the requirements of the proposed contract. The scope of this effort is for J.F. Taylor to provide services to support the management, operation and development of the Manned Flight Simulator Facility and associated aircraft simulation systems, subsystems and interfaces for the NAWCAD, Integrated Battlespace Simulation and Test (IBST) Department, Aircraft Simulation Division. (ASD). The requirements for these services are currently contracted under the Seaport-e Multiple Award Contract (MAC) which expire on 17 August 2016. A competitive follow- on acquisition is under way, with an estimated award date of 1 March 2017. This subject sole source task order will be awarded under the authority of FAR 6.302-1 (Only One Responsible Source) and will ensure continued support of the critically needed services until the follow-on competitive action is awarded and will allow for a mobilization period. Options will be included in the bridge effort to account for unforeseen delays in the competitive source selection. The incumbent is the only known available source with the ability to provide the required services in a timely manner to ensure immediate and continued support. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted via e-mail to Winward.Truitt@navy.mil no later than 2:00 PM EST on April 29, 2016. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to a maximum of FIVE pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If conducted as a sole source, no further synopsis will be provided.
