Kingman Road, STP 10400 Fort Belvoir, VA, 22060-6221 Title Privatization of the Electric, Water, and Wastewater Utility Systems at Patrick Air Force Base and Cape Canaveral Air Force Station, Brevard County, Florida Description This is a Sources Sought Notice (hereinafter "Notice"). This Notice is an essential step in determining market interest and feasibility in accordance with Federal Acquisition Regulation Part 10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. If determined appropriate, then both a synopsis and a solicitation may be anticipated in the Fiscal Year 2016 timeframe. All responsible sources are encouraged to submit a response to this Notice. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. This Notice shall not be construed as a commitment or authorization to incur costs in anticipation of an award. The Government is not bound to make any awards under this Notice. Interested parties should provide a statement of interest on company letterhead by no later than 4:00 pm ET on May 16, 2016. Responses are preferred via email, but hard copies will also be accepted. If the statement of interest will be provided via hard copy, please notify the primary or secondary point of contact identified herein. At a minimum, the statement of interest shall address the following criteria: (1) capability and experience in the ownership and/or leasing, operation, and maintenance of electrical distribution, potable water, wastewater, and/or thermal production and distribution systems; (2) financial capacity with regard to leasing or ownership interest, expansion, and operation of a utility system or systems; (3) understanding of any applicable state or local utility law or franchise requirements, and capability of complying with such requirements; (4) understanding of the federal, state, and local environmental laws and regulations and its familiarity and experience with environmental compliance procedures and regulations for the state in which the utility is located; (5) a primary point of contact, including phone number and email address; (6) business size (other-than-small, small, or any subcategory of small business) relative to the NAICS codes 221122, 221310, and 221320; and (7) status as a regulated or non-regulated utility (if non-regulated please state, to the extent known, whether regulation will be sought if awarded a contract). If you are interested in this effort, please provide the information requested above to the DLA Energy Contracting Office. Requirement DLA Energy seeks to identify and obtain information from responsible sources in connection with the acquisition of utility services for the potential privatization of the electric (NAICS 221122), water (NAICS 221310) distribution and wastewater (NAICS 221320) collection systems at Patrick Air Force Base (PAFB) and Cape Canaveral Air Force Station (CCAFS), Florida. Utilities privatization consists of two transactions: 1) the conveyance of the utility infrastructure via a Bill of Sale; and 2) the acquisition of utility services on the privatized system(s) via a utility services contract. The conveyance of the utility system(s) is a property disposal action made in accordance with 10 U.S.C. § 2688, and is not covered under the FAR or this solicitation. The acquisition of utility services is a FAR Part 41 acquisition and will be governed by the FAR and its applicable supplements. Accordingly, proposals will be evaluated for selection of a prospective awardee under the provisions of the FAR and this solicitation. Once a prospective awardee is identified, that entity's proposed price will be utilized by the Military Service to conduct a conveyance decision business case analysis in accordance with executive policy, including Office of Management and Budget (OMB), Department of Defense (DoD), and Military Service policies applicable to conveyances under 10 U.S.C. § 2688. It is intended that privatization will reduce the Government's life cycle costs. The resulting privatization will include ownership, operation, and maintenance of the system(s). The new owner shall operate and maintain the system(s) and provide utility services to the Government. The Contractor (a.k.a. "System Owner") shall furnish all necessary labor, management, supervision, permits, licenses, certifications, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership of and provision of utility services via these utility systems, including operation, maintenance, repair, upgrade, and improvement of the systems. All responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the responsibility of the new utility system(s) owner. Installation Description PAFB is an Air Force installation located in Brevard County, Florida, on a barrier island on the central East Coast. The City of Satellite Beach is south of the installation and the City of Cocoa Beach is north. Brevard County comprises an area of 1,557 square miles; about 20 miles wide and 72 miles long along the coast of the Atlantic Ocean. The county is low lying and ranges from 6 feet above sea level at Merritt Island to the west to 26 feet above sea level within the City of Cocoa to the northwest. Approximately 3,100 Air Force military personnel, 1,700 Air Force civilian personnel, and 5,700 contractor personnel work at PAFB and CCAFS. No personnel live on CCAFS as housing for military personnel is available at PAFB, together with other personnel support functions. Area demographics indicate that in 2008 approximately 14,000 military retirees lived in Brevard County. Brevard County's 2009 estimated population was 555,657. The primary function of PAFB is to assure access to space through administration of space launch operations at CCAFS. Base operational areas include the airfield with 9,000-foot primary and 3,700-foot crosswind runways and related apron and taxiways serving military and governmental tenants, an administrative center, three residential areas, base operational and maintenance support areas, a retail/medical community support area, and numerous recreational facilities including a golf course, marina, campground, beach facilities and trails. In 1940, the U.S. Navy activated the installation as the Banana River Naval Air Station. The installation served as a base for World War II anti-submarine patrol planes. In 1947, the installation was deactivated and subsequently transferred to the United States Air Force (USAF) in 1948. The installation was renamed Patrick Air Force Base in 1950 in honor of Major General Mason M. Patrick, who served as Chief of the U.S. Army Air Service from 1921 to 1927. The Air Force began developing the Eastern Test Range beginning in 1950 with PAFB as its headquarters and support base of operations. Air Force Space Command, (AFSPC) assumed responsibility for USAF space launch operations in October 1990. The Eastern Test Range has since been re-designated the Eastern Range, with the 14th Air Force at Vandenberg AFB CA, overseeing the 45 SW. The Eastern Range extends over 10,000 miles from the Florida mainland through the south Atlantic into the Indian Ocean. The Eastern Range includes the launch head at CCAFS and a network of downrange instrumentation stations - Malabar and Jonathan Dickinson Missile Tracking annexes, Antigua Air Station and Ascension Auxiliary Air Field. The 45th Space Wing (45 SW) is the host organization for the installation; tenant organizations include US State Department, Department of State Bureau of International Narcotics and Law Enforcement, Air Force Technical Applications Center, US Army Corps of Engineers, Civil Air Patrol, and many others. CCAFS is an Air Force installation located along the Atlantic Coast of Brevard County, Florida and adjacent to the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC). CCAFS is situated on the Canaveral Peninsula, which is a barrier island approximately 155 miles south of Jacksonville, 210 miles north of Miami, and approximately 60 miles east of Orlando. The northern boundary of CCAFS abuts KSC and the southern boundary abuts Port Canaveral. CCAFS is bounded to the east by the Atlantic Ocean and to the west by the Banana River Lagoon. CCAFS occupies approximately 15,800 acres of land. Approximately 3,100 Air Force military personnel, 1,700 Air Force civilian personnel, and 5,700 contractor personnel work at the PAFB and CCAFS. No personnel live on CCAFS as housing for military personnel is available at PAFB, together with other personnel support functions. Area demographics indicate that in 2008 approximately 14,000 military retirees lived in Brevard County. Brevard County's 2009 estimated population was 555,657. CCAFS provides space launch capability for government, civil, and commercial satellites. CCAFS also provides launch facilities, property and services to support NASA, commercial space operations, and Naval Ordnance Test Unit (NOTU). CCAFS is within a Commercial Launch Zone and this designation promotes the development of national and international aerospace business in Florida. The 45th Space Wing (45 SW) is the host organization for the installation; major tenant organizations include Customs and Border Protection, Military Sealift Command, Military Surface Deployment and Distribution Command, NASA, NOTU. Non-Federal tenants include Space Florida, SpaceX, and United Launch Alliance. CCAFS also serves as the control area and launch head for the Eastern Range as well as being a major part of the 45 SW Major Range and Test Facility Base, of which NOTU is a major DoD user. The Eastern Range consists of CCAFS, PAFB, Ascension Auxiliary Airfield, Antigua Air Station, the Florida Annexes and off-base meteorological instrumentation sites. The Eastern Range operations are directed through the Morrell Operations Center, which supports flight safety, weather, scheduling and instrumentation operations for each missile and space launch on the Eastern Range. The Long Range Proving Ground on Cape Canaveral was established in 1949 under jurisdiction of the Air Force. In the same year, the Naval Air Station, located 20 miles to the south of the Cape, was reactivated and renamed PAFB. Since then, the test range and its management agent have undergone several name changes from the Air Force Missile Test Center to the Air Force Eastern Test Range, the Eastern Test Range, the Space and Missile Test Center, and the Eastern Space and Missile Center. On 1 October 1990, AFSPC assumed responsibility for USAF space launch operations. On 12 November 1991, the ESMC was inactivated, and the 45 SW was activated as a result of restructuring throughout the Air Force. The Eastern Test Range has since been re-designated as the Eastern Range. AFSPC oversees the 45 SW ER, the 14th Air Force at Vandenberg AFB, CA and the 30th SW Western Range. Secure Documents If sufficient interest is identified and this requirement proceeds in a competitive action, several of the solicitation documents will be posted as "secured" on the Federal Business Opportunity ("FedBizOpps" or "FBO") website. In order to view those documents, vendors will need to obtain special access. The process of obtaining access is somewhat lengthy, therefore all interested vendors are encouraged to begin that process as soon as possible. Instructions for obtaining access are provided below. Instructions for access to the FBO Secure Site To access the secured, but unclassified, documents in the FBO system, offerors must: 1. Be registered in the System for Award Management (SAM) database at www.sam.gov. 2. Once registered in SAM, go to the FBO website at www.fbo.gov and log in. Verify your SAM registration within the FBO system. The FBO Vendor Guide is available at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf to provide assistance. 3. Once your SAM registration is verified in the FBO system, click on the secured document link, which should then provide you with the corresponding link for the DD2345 - Military Critical Technical http://www.dtic.mil/whs/directives/forms/eforms/dd2345.pdf. Fill out the DD2345 form and submit a hard copy of the original form, together with all required documentation, to the Defense Logistics Information Service (DLIS), U.S./Canada Joint Certification Program (JCP), at the address listed on the form. JCP will return an approved and signed certified form, which will include your certification and expiration date within five days of receipt. Please note that delays may be incurred if forms and/or required documentation are incomplete or incorrect. Additionally, it can take up to 24 hours for the JCP information to reach all systems. 4. Once you receive the approved DD2345 form from JCP and have verified your status on the JCP website, enter the FBO system and click on the secure document link. The FBO system will require you to enter your MPIN. a. The MPIN number is a mandatory data element created by the CCR registrant and must have nine characters: at least one letter (upper or lower case) and one number. No spaces or special characters are permitted. It allows access to related acquisition systems (i.e. ORCA and PPIRS). It also serves as a validation to access sensitive but unclassified documents associated with a notice posted to FBO. 5. Following verification of the MPIN in FBO, vendors will submit a request for explicit access to the secure documents through the FBO system by clicking on the secure document line, then clicking the "Request Explicit Access" button. Once vendors request explicit access, the FBO system will send notification to the DLA Energy personnel assigned to the procurement, who will approve the request in the system. Vendors will receive an email once the access request has been approved by DLA Energy. 6. Once the MPIN has been verified in the FBO system, and explicit access has been granted, vendors will be able to enter the system and view the secure documents.
