- Draft Statement of Work for TECHNICAL SERVICES Request for Information - Sources Sought FOR TECHNICAL SERVICES IN SUPPORT OF CENDI INTERAGENCY PROJECTS IN SCIENTIFIC AND TECHNICAL INFORMATION (i) Objective of Request for Information The Library of Congress, FEDLINK (LC/FEDLINK), is conducting market research. This Request for Information (RFI) with its attachment is provided as information to the market place, and is an invitation for Respondents to express interest and provide their capability statements. The Library of Congress seeks to contract with an organization to provide logistical, technical, and educational services to support interagency projects of CENDI's Scientific and Technical Information (STI) agencies. Such services include developing educational sessions to be held throughout the year (e.g., to support jointly organized workshops and educational seminars); providing information technology services and logistical services (e.g., to support Science.gov); providing project management services (for interagency projects); and providing research and analysis. Information gathered through this RFI may be used for a possible future LC/FEDLINK solicitation to provide these services. (ii) Capability Statement Requirements Interested companies should provide a capability statement (no more than 10 pages) that shows their companies' capability to provide the services under C.4. Performance Requirements (Tasks 1-5) of the attached Draft Statement of Work. (iii) General Information Requested from Respondents: 1. Provide the following Business information: • DUNS Number • Company Name • Company Address • Company Point of Contact, phone number and email address 2. Identify if you are on an applicable GSA Schedule, or other Federal Government Wide Acquisition Contract (GWAC), and if so, provide Schedule and contract number. Being on the GSA Schedule or other GWAC is NOT a requirement; (iv) General Clarification Questions regarding the RFI shall be submitted electronically to the attention of Janet Mata-Hitz at jmata@loc.gov and cc to Tracey Howell at thowe@loc.gov no later than 5:00 p.m. Eastern Time, Thursday, April 21, 2016. The Government reserves the right to only answer questions that are applicable to this RFI. Q&A shall be posted in FBO, within 3 (three) working days after closing of questions. (v) Capability Statements should be submitted be submitted electronically to the attention of Janet Mata-Hitz at jmata@loc.gov and cc to Tracey Howell at thowe@loc.gov no later than 5:00 p.m. Eastern Time, Friday, April 29, 2016. (vii) Disclaimer This Request for Information ("RFI") is issued pursuant to FAR 15.201(c) (7) solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this RFI are not offers to a contract solicitation and cannot be accepted by the government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Any information submitted by respondents to this RFI is strictly voluntary. Material submitted will be deemed proprietary to the extent permitted by applicable laws and regulations if so marked by the respondent. This notice does not restrict the Government or Library to a particular procurement approach. This RFI should not be construed as a means to pre-qualify contractors. Based on the responses to this RFI, the Library may issue a Request for Proposals ("RFP") at an undetermined time in the future.
