U.S. GOVERNMENT THE DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO LEASE SPACE FOR A VET CENTER IN OKLAHOMA CITY, OKLAHOMA Project Number VA256-16-R-0508 Notice: This is not a solicitation for offers, nor is it a request for proposals. The Government will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this advertisement. Description: VA seeks to lease approximately 4,500 net usable square feet (NUSF) of space (approximately 4,000 - 5,000 rentable square feet) in an existing building, including a minimum of thirty-five (35) on-site reserved parking spaces for use by VA as a Vet Center in Oklahoma City, OK. VA will consider only existing buildings. Preference will be given to buildings where VA will be the sole tenant. NUSF is generally defined as the space remaining once common areas, lessor areas, and areas required by code are deducted from the rentable square feet of the facility. NUSF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. A detailed definition will be provided by VA, should a solicitation for offers or request for proposals be issued for this project. Space Requirements for Existing Buildings: Offered buildings must be able to comply with Architectural Barriers Act Accessibility Standards (ABAAS), meet security requirements as set forth in the Interagency Security Committee Standards and Best Practices (http://www.dhs.gov/interagency-security-committee-standards-and-best-practices), and be able to comply with recommendations established for Federal facilities by the Department of Justice, Vulnerability Assessment, dated June 28, 1995 (https://www.ncjrs.gov/pdffiles1/Digitization/156412NCJRS.pdf). Offered space must be contiguous and located on a single floor, preferably the ground floor. If offered space is above the ground floor, adequate elevator service must be provided in some combination of passenger and freight elevators and must be acceptable to the LCO. The space must be accessible to the government at all times. Offered space shall not be in the 100-year flood plain. Parking Requirements: A minimum of thirty-five (35) on-site parking spaces must be provided, of which at least two (2) shall be handicapped-designated spaces. All parking spaces must be dedicated for the exclusive use of VA and be fully compliant with local laws, rules, and regulations. Preference will be given to properties offering more than the minimum parking requirement. All spaces shall be sized in accordance with design standards as described in the VA Lease Based Outpatient Clinic Design Guide (available at http://www.cfm.va.gov/til/dGuide.asp). The parking area must meet all requirements of Architectural Barriers Act Accessibility Standards (ABAAS) (available at http://www.gsa.gov). Delineated Area: To receive consideration submitted properties must be located within the city limits of Oklahoma City, OK. Lease Term: Ten (10) years firm. Delivery Schedule: Ninety (90) days from award Full Service Lease: All services, including janitorial, supplies, utilities, extermination services, landscaping partitioning, required alterations, and property management are to be provided as part of the rental consideration. ? Development Capability: Lessor must be able to demonstrate Architectural, Engineering, and Construction experience sufficient to renovate an existing building to meet first class medical clinic standards. Additional Requirements: Space must be located in a safe environment in a commercial office district with attractive and professional surroundings. Streets and public sidewalks shall be well maintained. Amenities (public transportation, eateries, banks, and other employee services) shall be easily available. Special Consideration: Special consideration will be given for spaces: "In close proximity to existing hospitals, first responders, and amenities "Availability of parking in excess of the minimum requirement of 22 spaces "Ease of access to and from major highways and traffic corridors "High visibility "Proximity of proposed parking to the building Please provide the following basic information pertaining to the building you propose for consideration by VA. VA's assessment of your building depends on the information you provide. VA reserves the right to eliminate a property that fails to comply with the requirements herein. All submissions should include the following information: 1.Building name and address 2.Building age and date of last renovation, if applicable 3.Name, address, telephone number, and e-mail address of authorized contact 4.Name, telephone number and e-mail of the property ownership's legal entity 5.Date the space will be available to begin tenant improvements 6.Floor plan and gross square footage of proposed space 7.Site plan depicting the building and location of on-site parking to be dedicated for VA's use 8.Map demonstrating that the building lies within the delineated area 9.Map showing ingress/egress to the building 10.A statement as to whether the building or land is currently zoned to include medical and medical office use 11.Regarding other properties abutting the offered property, identify the zoning and the current dominant uses of said properties (i.e. church, retail, business, school) 12.Provide FEMA map evidencing that the property lies outside the 100-year floodplain 13.Public transportation - provide map showing proximity of the building to the nearest bus and/or train stop, and other major transportation routes 14.Owners: Provide evidence of ownership. Non-Owners: (e.g. prospective lessors) must provide evidence of authority granted by property owner to submit the property to VA for lease. Non-Owners must also be able to demonstrate unconditional control of the property at a time to be specified in the solicitation or request for proposals when issued 15.Any information related to title issues, easements, or restrictions on the use of the building or land. A preliminary title report will be required with initial offer submission 16.A description of any planned land development or construction which will affect the site, including neighboring projects and road or utility line construction Market Survey: VA will conduct a market survey to evaluate all properties submitted in response to this requirement that meet VA's minimum criteria. The Lease Contracting Officer will make an initial evaluation to determine if the offered building meets VA's criteria as listed within this advertisement. If the property meets VA's criteria, the market survey team will evaluate and score properties as Pass or Fail in accordance with VA market survey criteria. All interested parties must respond to this announcement no later than May 12, 2016, 4:00 p.m. CST. This advertisement shall remain posted for a minimum of twenty (20) days. ?
