- The Naval Air Systems Command (NAVAIR) intends to award a Sole Source delivery order under Basic Ordering Agreement, N00019-16-G-0001 to The Boeing Company, 6200 JS McDonnell Blvd., Saint Louis, MO, 63134-1939 for an Engineering Change Proposal (ECP) for incorporation of an ejection seat caution light for all T/AV-8B variants. The Statement of Work identifies the scope of contractor furnished support services, non-recurring engineering, data, materials, fixtures, and tooling to be priced and proposed for the USMC Validation / Verification (V/V) installations to be performed utilizing a China Lake Radar and a China Lake Night Attack Aircraft, while the V/V will be performed at MCAS Cherry Point on a TAV-8B aircraft. All deliverable data, materials and hardware will be proposed on a firm-fixed price basis, while on-site technical or engineering support efforts, including travel for installations will be proposed on a cost-reimbursable basis as set forth in the contract schedule. In addition, the contractor's basic proposal will describe and price non-recurring engineering, V/V kits (as identified herein), and data required for new ejection seat caution light V/V installations into T/AV-8B aircraft. The V/V will be for one TAV-8B, one AV-8B Night Attack and one AV-8B Radar Aircraft. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
