- DRAFT PREAWARD SYNOPSIS THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS SYNOPSIS IS A PRE AWARD NOTIFICATION OF THE GOVERNMENTS INTENT TO AWARD A SOLE SOURCE CONTRACT. The Government reserves the right to not solicit this requirement or cancel the solicitation after issuance, either before or after the closing date. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs." Place of Performance is 0BYW8: Urbana, Ohio. This effort will entail a commercial solution for repair. The Government does not have the associated technical data to provide to potential sources Consequently, potential sources for this effort typically would be companies which have a license or agreement with the Original Equipment Manufacturer (OEM) Grimes Aerospace d/b/a Honeywell (72914) to complete the work described, including military specific modifications. Counterfeit Protection Plan Required. IAW FAR 9.2, this synopsis constitutes notice that the Air Force has Qualification Requirements (QRs) for the repair of the B-2 Wing Tip Power Supply, NSN 6130-01-263-1583FW. This qualification requirement provides the minimum criteria and procedures to be used to qualify a contractor to accomplish repair of the above item. All repair efforts shall be in accordance with the applicable work specifications, technical orders, and the qualification requirement. See attached Qualification Requirements. Commercial repair is acceptable provided both Government Source Inspection (Initial Production Evaluation) is required and the Government maintains configuration control. The specific requirement for this effort is found below. The item for repair is a B-2 REPAIR WING TIP POWER SUPPLY that controls and provides power to navigation and anti-collision light assemblies. Part Number(s) NSN(s) Estimated Repair Requirement 60-4166-3 6130-01-263-1583FW 5 year Contract: 12 ea per year; 60 Total The Contractor shall furnish all required labor, facilities, equipment and all material to accomplish, repair and/or modifications, test, packing, preservation and packaging, and return to the government in a completely serviceable condition, at the unit prices(s) established at the time of contract award, the items of Air Force equipment listed below, all in accordance with the provisions of the Performance Work Statement. (PWS). The contemplated period of performance is 31 August 2016 through 30 August 2021. The government has determined that this effort will not be small business set-aside. The contractor will be required to meet all small business participation requirements included in the contract, and fulfill all the requirements of the subcontracting plan included in the contract.
