- Request For Information (RFI) Potential Facility List Draft Performance Work Statement (PWS) This RFI is being issued by the Department of Homeland Security/Customs and Border Protection (DHS/CBP). The purpose of this RFI is to conduct market research, seek and identify qualified, experienced and interested contractors capable of providing the requirements/services set forth in the attached DRAFT Performance Work Statement (PWS) entitled "Preventative Maintenance and Repair Program for the Northwest Region." This is a re-competition of an existing contract. Small businesses that are certified and qualified under the NAICS Code 561210: Facilities Support Services are encouraged to respond, however, any contractor who is qualified, experienced, and capable of providing the specified requirements/services are encouraged to respond to this RFI. Background and Scope Facilities Management and Engineering (FM&E) expects that most of the maintenance and repairs will be for equipment. The Contractor shall follow the highest level of service between the GSA Preventive Maintenance Manual, industry standards and manufacturer's recommendations in the performance of all tasks assigned to this effort. FM&E operates 222 fully-owned and direct lease operated facility locations/campuses across the United States, of which 31 fully-owned and direct lease operated Facility locations/Campuses and 72 buildings or facilities are in the Northwest Region. There are over 1,700 pieces of equipment in the proposed Region. Attachment A has been included in this Request for Information, identifying the potential facility locations on the contract. The purpose of the contract is to provide preventive maintenance and repair services to CBP facilities and equipment. A rough draft of the Performance Work Statement has been included in this RFI as Attachment B. These services could include but are not limited to the following: 1. elevator inspection and preventive maintenance services; 2. fire alarm system preventative maintenance services; 3. water-based fire suppression system preventive maintenance services; 4. roofing repair (excluding complete roof replacement); 5. plumbing and pipefitting; 6. electrical, power distribution equipment, generators, and batteries; 7. standby backup, or prime generator(s) uninterruptable power supplies; 8. switchgear, panel boards, switchboards, load centers, metering, transformers; 9. surge protection / suppression; 10. water purification and filtration systems; 11. sewage treatment equipment / systems; 12. above ground storage tanks/systems; 13. fuel management systems/units, fuel dispensing units, fuel monitoring systems; 14. residential, industrial and commercial heating/air-conditioning units, air purification equipment, HVAC systems, boiler systems, space heaters, air curtains, fans and blowers; 15. residential, industrial and commercial electric and gas water heaters, boiled water heaters, including options and accessories; 16. outdoor lighting, airport lighting, and related accessories; 17. alternative and renewable energy solutions, including solar energy systems and solar lighting, fuel cells, wind power; 18. energy saving lighting, energy, lighting fixtures and accessories, indoor emergency lighting, lighting sensor systems; 19. all mechanical and operations maintenance and repair of building systems; and 20. maintenance of facilities, renewable energy systems, Energy Management Control Services and building systems to include instruments. Response and Submission Requirements This RFI is for Informational and Planning purposes only. This RFI is not a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). This RFI is for market research purposes only to assist in determining capable contractors who can perform the requirement prior to finalizing the Acquisition Strategy. Responses to this RFI are not offers/proposals/quotes and cannot and will not be accepted by the Government to form a binding contract or agreement. The Government will not pay for any information received from any sources responding to this RFI. Choosing not to respond to this RFI will in no way prohibit future participation by any company if a solicitation is issued in the future. The Government contemplates award of an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP) Type Task Order for this effort. No final acquisition strategy or acquisition plan has been developed for this procurement as of yet. Teaming Arrangements: While teaming arrangements are encouraged, all responses/capabilities statements that involve teaming arrangements shall include all of the requested information for each contractor on the proposed team. Interested sources are encouraged to respond to this RFI by submitting your company's capabilities statement. In your responses, please include the following information: •1. Company Information: Company Name, Company Address, Point of Contact, Telephone Number, e-mail Address, and Size of your Organization (i.e. Large Business, Small Business), DUNS Number. Please use NAICS Code 561210 as the basis for your response. •2. Detailed information that describes your company's ability to satisfy the requirements set forth in the Draft Performance Work Statement (PWS). Capabilities statements shall not reiterate or duplicate the language set forth in the Performance Work Statement. Your capabilities statement shall demonstrate your company's ability to perform the requirements in the PWS. •3. Comments/suggestions/recommendations on improving the requirements in the PWS. •4. How many years of experience does your company have with similar projects? Please provide project summaries, timeframe and other pertinent detail. •5. What are best practices or lessons learned based on your experience that you feel are important and applicable to this solicitation? •6. The purpose of this RFI is to elicit data and current market place information from companies including small business firms. a. What percentage of work can be completed directly by a small business prime contractor, without subcontracting? b. If subcontracting will be required, which of the services listed in the "Background and Scope" Section of this RFI will need to be subcontracted? •7. Are you a Small Business? If so, what category(s) (small disadvantaged, service disabled veteran owned business, HUBZone, etc.) does your company qualify as? •8. Briefly describe how you would address Quality Control on this type of contract and the impact remote locations would have on on-time delivery of services. •9. Briefly discuss any teaming arrangements you have been involved in that may be relevant to the scope of services in this RFI. Were you the prime contractor? How were responsibilities distributed amongst the team and how was the team held accountable? •10. Does your company have experience with CBP (or any other US Government agency) with regard to background investigations? Do you have a security officer to facilitate the submission of the background investigation packages for contract personnel? •11. Briefly describe your experience with a Computerized Maintenance Management System (ex. Maximo), including length of time and applicable projects. •12. Please add any additional recommendations on topics that have not been addressed in the above questions. •13. The response to this notice is limited to ten (10) single sided pages including all attachments, charts, etc. (single spaced, 11 point font minimum). All responses /capabilities should be submitted electronically to Jonathan Diggs ( jonathan.w.diggs@cbp.dhs.gov ) no later than 5:00PM on 22 April 2016. DHS/CBP will not acknowledge receipt of responses to this RFI. Please make sure that all responses/capabilities statements are submitted as an attachment. Unless otherwise stated herein, no additional information is available. Requests for same will be disregarded. There is no commitment by the Government to issue a solicitation, to make award or awards, or to be responsible for any monies expended by any interested parties in support of any effort in response to this Sources Sought Notice.
