- Contracting Office Address Department of Commerce, National Institute of Standards and Technology (NIST), Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD, 20899-1640 Background: The NIST Center for Neutron Research (NCNR) is a reactor-laboratory complex providing the National Institute of Standards and Technology (NIST) and the nation with a world-class facility for the performance of neutron-based research. The heart of this facility is the National Bureau of Standards Reactor (NBSR). The NCNR facility uses Cryogenic System to support program of this NBSR research. After market research results are obtained and analyzed, minimum requirements specifications for the Liquid Helium Temperature Cryostat for Neutron Experiments compatible with Multi-Angle Crystal Spectrometer (MACS) configuration will be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside. Requirements: NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 1,000 employees or less. Please include your company’s size classification and socio-economic status in any response to this notice. The government requires one (1), commercial with custom modification, Liquid Helium Temperature Cryostat for Neutron Experiments compatible with Multi-Angle Crystal Spectrometer (MACS) configuration. The system shall meet the following criteria: 1.. 1. Complete system shall consist of the cryostat, sample stick, temperature controller, associated cables, liquid helium level probe and meter. NIST will provide a standard size vacuum pump and vacuum hoses for the operation of the cryostat bellow 4.2K. The vacuum pump supplied by NIST has a pumping speed of 35 m 3 /hr. 2. 2. This system shall be compatible with NIST configuration custom thimble. 3. 3. Cryostat shall have a maximum diameter of 294 mm in order to maintain compatibility with the MACS instrument thimble. 4. 4. The system electrical requirements shall be compatible with any combination of 230V, 1 phase, 30A (NEMA L21-30); or 110V, 1 phase, 20A services (NEMA 5-20). 5. 5. The length of the electrical connections between the equipment and facility electrical panel shall be a minimum of 3 meters. Instruction to Responders: Companies that are capable of providing this Liquid Helium Temperature Cryostat for Neutron Experiments compatible with Multi-Angle Crystal Spectrometer (MACS) configuration are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. 1. Name of the company(s) that offer the required supply. In addition, provide a point of contact for the company(s). 2. 2. Indication of number of days, after receipt of order that is typical for start of the supply. 3. 3. Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts. 4. 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
