- The Government intends to solicit and negotiate with only one source, Winvale Group, LLC, 1012 14th ST NW Ste 500, Washington, DC 20005-3403, under authority of FAR 6.302. The U.S. Army Corps of Engineers (USACE) Mobile District has a requirement for the development support, proactive advice and advocacy, and a strategy for achieving the USACE Operation and Dredging Endangered Species (ODESS) trawling mobile solution with Winvale Group, LLC, DUNS No. 141213871. The Winvale Group has GSA schedule pricing with the Xamarin product as with thousands of mobile projects across industries and use cases, including other federal agencies, and are available to help make decisions that optimize our application and development process and achieve our desired business results. Guidance of implementation of Xamarin software resides appropriately with the company that originated it. Research was performed to identify a mobile solution vendor that would be mobile platform independent as well as build on the skill sets of our current GIS developers. Xamarin's underlying C# code development as well as their integration with ESRI products allows CESAM-OP-J developers to both enhance their current skill sets as well as develop new skills that support the overall CESAM-OP-J mission. All Xamarin products used are approved by USACE and the Army to function on the USASCE network. Xamrin is an approved mobile development product software on the USACE network. Xamarin complies with all ACE-IT standards and has a CoN to operate on the network. Therefore this requirement should only be satisfied by the use of Xamarin, and the Winvale Group, LLC, has an existing GSA schedule pricing. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
