- (THIS IS AN URGENT AND COMPELLING REQUIREMENT IAW FAR 13.106-1(b)(1)(i)). Date Material Required: 20 April 2016) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6, using Simplified Acquisitions Procedures for commercial items found at FAR 13, supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is N00259-16-T-0109. It is issued as a Request for Quotation (RFQ). This is an unrestricted solicitation. The North American Industry Classification System (NAICS) Code for this acquisition is 339113. The size standard is 750. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses and provisions may be accessed in full text at http://acquisition.gov/far and www.acq.osd.mil. The contract shall provide the following: CLIN 0001: Legion Total Knee Arthroplasty revision; Quantity: 1; Unit of Issue: Each; Price: __________; Extended Price: __________ ; Salient Characteristics: The Orthopedic Department requires the Total Knee Arthroplasty revision system for patient scheduled for surgery on 11 April 2016. The device must have an Oxinium Oxidized Zirconium coating for maximized implant wear resistance. Legion Total Knee system with the femoral component composed of OXINIUM. OXINIUM is an oxidized Zirconium metallic femoral component feature a bearing surface that is transformed to ceramic, which is twice as hard as CoCr.OXINIUM Oxidized Zirconium therefore has toughness and ductility of metals and wear properties of ceramics. NAVY COMMERCIAL ACCESS CONTROL SYSTEM (NCACS) PROGRAM IMPLEMENTATION INSTRUCTION (August 2011) (a) In accordance with CNICNOTE 5530 dated May 2, 2011, NCACS credentialing should be established in order to avoid unnecessary delay at military installation entry control points (ECP).
