- The work consists of a base bid to place approximately 424,000 cubic yards of beachfill, along the Atlantic Ocean coastline of Rehoboth & Dewey Beach, Delaware. The period of performance for the base bid is One Hundred Twenty (120) calendar days. The project area encompasses the municipalities of Rehoboth and Dewey Beach. Borrow Area B will be utilized for this project. The contract work also consists of twelve (12) separate options for work, which if awarded, are in locations within and outside of the Base Bid areas. Options include: Option 1 – Rehoboth Beach: 25,000 CF of sand placed from Sta. 20+62 to 72+67; Option 2 – Rehoboth Beach: Pedestrian Dune Crossover (10,100 SF); Option 3 – Rehoboth Beach: Vehicular Dune Crossover (5,800 SF); Option 4 – Rehoboth Beach: Handicap Dune Crossover (1,360 SF); Option 5 – Rehoboth Beach: Post and Rail Fence (280 LF);Option 6 – Rehoboth Beach: Sand Fence (8,000 LF); Option 7 – Rehoboth Beach: Dune Grass (22,760 SY); Option 8 – Dewey Beach: 108,000 CY of sand placed from Sta. 108+91 to 169+23; Option 9 – Dewey Beach: 76,000 CY of sand placed from Sta. 108+91 to 169+23; Option 10 – Dewey Beach: 25,000 CY of sand placed from Sta. 108+91 to 169+23; Option 11 – Dewey Beach: Sand Fence (1,800 LF); Option 12 - Rehoboth Beach: Extension of 2 storm water outfalls, with structure monitoring, with placement of an additional 96,000 CY of sand placed from Sta. 20+62 to 72+67. The period of performance will be extended if options are awarded. Solicitation Number W912BU-16-B-0001 will be issued on or about 02 May 2016 with a bid opening date of 01 June 2016. Estimated cost range of the project is $5,000,000.00 to $10,000,000.00. The NAICS Code for this project is 237990 (SIC 1629) with a size standard of $25.5 million. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Plans and specifications should be downloaded via the FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 1-703-461-2460 or by accessing the following Internet website: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs System for Award Management (SAM) database prior to award. Davis Bacon rates will be applicable to the construction and bonding is required.
