- The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to retrofit the Secure Network Servers (SNSs) for incorporation of the most recently approved SNS Reliability Improvements for the P-8A production line. This effort will include the retrofit of seventy-seven (77) SNSs for incorporation of the most recently approved Reliability Improvements under DMSMS case sheet 10-00040A0. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.3032-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement. This effort will consist of retrofitting seventy-seven (77) SNSs for incorporation of the most recently approved SNS Reliability Improvements under DMSMS case sheet 10-00040A0. The requirement includes the delivery of six (6) SNS units (with reliability improvements installed) for use as a rotable pool to swap current SNS units for retrofit of reliability improvements. At the end of the retrofit program, the remaining six units will be used for the production line. The requirement also includes the necessary support to install and integrate the reliability improvements to all known Secure Network Servers in inventory. The servers to be retrofitted shall include all existing P-8A fleet aircraft, P-8A test aircraft, Naval Support Systems Command (NAVSUP) spares, Patuxent River Software Integration Lab (PAXSIL), and Weapon Integration Software Lab (WSIL). The period of performance of this effort is anticipated from contract award through July 2018. This notice of intent is not a request for competitive proposals. The Sources Sought Notice posted to FBO on 11 March 2016 provided the opportunity for interested parties to submit a capability statement identifying its ability to execute the requirement. The Government has completed a review of all written information submitted on or before 23 March 2016 in response to the notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.
