This synopsis is for information, planning and market research purposes only. This is not a solicitation announcement and no contract will be awarded from this announcement. Small and disadvantaged businesses are encouraged to provide input. BACKGROUND: Through the National Defense Authorization Act of 2014, the Coast Guard has acquired 14 C-27J aircraft from the US Air Force. The C-27J is a medium size military transport aircraft that is manufactured by Alenia Aermacchi (Italy). CG-9 established the C-27J Asset Project Office (APO) Elizabeth City to make these aircraft ready for Coast Guard operations. The C-27J APO will support the oversight of the process from acquisition and missionization of the C-27J to sustainment. The Coast Guard HC-27J will operate differently from general aviation in support of Coast Guard missions such as: Search & Rescue, Surveillance, Logistic Support, and Law Enforcement Missions. These missions require frequent operation at lower altitudes and in salt-laden environments which accelerate corrosion on airframe structures, engines and other components. The aircraft, the engines and their components are inspected by Coast Guard personnel in accordance with (IAW) the Original Equipment Manufacturers (OEM) periodic requirements and in conjunction with the USCG's specialized Asset Computerized Maintenance System (ACMS). USCG OBJECTIVES: This notice is to assist the Coast Guard in determining potential sources for HC-27J aircraft parts (list below). Only new and exact part numbers listed in the schedule will be accepted. This requirement must be restricted to authorized sources of the Original Equipment Manufacturer (OEM) or firms who can effectively demonstrate their ability to provide Full Traceability back to OEM. Drawings or specifications are not available, and cannot be furnished by the Government. All companies able to provide the items listed herewith are encouraged to provide a capability statement, company cage code, brochures, and any other information demonstrating ability to provided the items requested. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. Reimbursement will not be made for any costs associated with providing information to this sources sought. This notice is to assist the Coast Guard in determining potential sources only. REPLIES: Responses to this notice should include company name, address, and telephone number, point of contact (POC), and complete product details, brochures, etc., which will allow the USCG to understand your product, configurations, auxiliary equipment, and options. Please state the approximate lead-time for acquiring your product and the details and terms of any standard warranty included with the product. Responses can be for all or for any amount to the part numbers listed. Be specific to the items available and not available. The applicable NAICS code is 336413- Aircraft assemblies, subassemblies, and parts (except engines) manufacturing. Please respond to the following questions (1) Is your business a large or small business and how many employees? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hub zone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? (9) If possible, provide POCs for civilian users for general usage of product questions. After review of responses to this sources sought announcement, and if the government still plans to proceed with the acquisition, a solicitation announcement will be published on FedBizOpps. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested Offeror's will have to respond to the solicitation in addition to responding to this sources sought synopsis. Again, this is not a request for proposals.
