THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6 'SOLICITATION FOR COMMERCIAL ITEMS', AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND QUOTATIONS ARE HEREBY BEING REQUESTED. A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation number is RFQ-RT-16-00046 and the solicitation is being issued as a 100% small business set-aside Request for Quotation (RFQ) using FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-55, effective February 2, 2012. The associated North American Industry Classification System (NAICS) number 238220, Plumbing, Heating, and Air-Conditioning Contractors, applies to this requirement and the small business size standard is $15M. A firm fixed-price contract is anticipated to result from award of this solicitation. The Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Research Triangle Park, North Carolina has a need to replace boilers in two buildings. The size of the boilers are as follows; two (2) with an input of 725,000 Btu/hr (Plant Ecology Building), and two (2) with an input of 1,000,000 Btu/hr (Terrestrial Building). Boilers are to be designed to utilize natural gas. Work to be performed at EPA's WED campus at 200 SW 35th Street Corvallis OR 97333. A. SCOPE: Statement of Work: Purchase, delivery, manufacturer's startup and testing service for 4 high efficient condensing boilers. a. BACKGROUND INFORMATION - Project Title: These boilers are being replaced as part of an energy efficiency plan and the new boilers will be replacing old fire in tube boilers. The boilers will be installed as an injection system to the main heating water loop. Also required will be variable speed boiler pumps to feed into the heating water loop for each boiler. Neutralization kits for each boiler shall be provided to neutralize the condensate as it exits the boiler and prior to entering building drain. Two 1,000,000Btu/hr (input) boilers are needed to replace an aging boiler in the Terrestrial Building. WED has elected to replace the single boiler with two high efficiency condensing boilers to conserve energy. Vent piping and fittings to be included are as follows, vertical 8', 90 degree elbow, and horizontal 3', 90 degree elbow, vertical 10' for through the roof termination each boiler. Two 725,000Btu/hr (input) boilers are needed to replace an aging boilers in the Plant Ecology Building located on the same site. WED has elected to replace the boilers with two high efficiency condensing boilers to conserve energy. Vent piping and fittings for each boiler to be included are as follows, vertical 18' for a through the roof termination each boiler. The statement of work will describe the process by which the contractor will purchase and deliver the boilers. b. CONTRACTOR REQUIREMENTS - General Overview - The contractor shall furnish all labor and materials to provide four new high efficient self-aspirating condensing natural gas fired water boilers. Boilers shall include condensate neutralization kit and a variable speed boiler pump for each boiler and vent piping. Contractor shall allow up to six (6) months from the time of delivery for the EPA to install boilers before startup and testing. The new boilers shall exceed minimum efficiency rate of 95% at the lowest fire rate and shall exceed a minimum efficiency rate of 80% at full fire. The boilers shall have the capacity to modulate with a minimum of five turn downs. The boilers shall be modular in design so that up three can be installed for simultaneous operation. Boilers emissions shall not exceed 30ppm of NOx (corrected to 3% O2) at all fire rates. Boilers shall have standalone controllers so that each can operate at a set point and can be integrated with a Building Automation System (4-20mA signal). Boiler units shall meet standard listings and approval of UL, CUL, CSD-1, ASME. c. - GOVERNMENT RESPONSIBILITIES. EPA will contract the removal of the existing boilers and install new boilers prior to the Manufacturer ¿s startup and testing. This process can take up to six (6) months. d. - MILESTONES AND DELIVERABLES - The EPA proposes the following schedule of milestones and deliverables: 1) - Schedule of delivery shall be delivered to the Contracting Officer and the Government's Project Manager; 2) - Delivery of three (3) CDs in word format of the Operations and Maintenance Manuals for each size boiler; 3) - Delivery of Manufacturer's Warranty. e. - ACCEPTANCE CRITERIA - 1) - The contractor has delivered two (2) 1,000,000Btu and two (2) 725,000 Btu condensing boilers; 2) - All product documentation has been received by the Government; 3) - Start up and testing service provided; 4) - Manufacturer's Warranty has been activated. B. PROVISIONS - This requirement is being solicited with a proposed delivery date of August 31, 2016 and a commissioning date for the boilers between September 1, 2016 and February 28, 2017. Solicitation provision FAR 52.212-2, Evaluation - Commercial Items is hereby incorporated by reference with the fill-in for paragraph ((a) of 'Technical Approach, Delivery Schedule, Past Performance, and Price'. The following factors shall be used to evaluate offers: 1) - TECHNICAL: (a) All offerors shall provide boilers with specifications that meet or exceed the Governments minimum requirements as stated in the associated Boiler Specifications document (See Attachment 1), (b) All offerors shall provide along with their proposal authorization certification to commission boilers being offered; 2) - DELIVERY SCHEDULE: The offeror's proposal must meet the required delivery date of August 31, 2016 for the boilers and provide for the return visit to the delivery site to commission the boilers between September 1, 2016 and February 28, 2017; 3) - PAST PERFORMANCE: Demonstrated successful past performance of the offeror as evidenced by information gathered concerning the identified list of contracts, subcontracts, and agreements completed during the past three years, and those currently in process for work similar in size, scope, and complexity to the services requested in this RFQ. The operation(s) should be specifically identified, and information submitted must include the scope of the operations and any other information you feel is pertinent to establish your firm's capability to perform under this requirement. Offerors shall submit information on the five (5) most recent contracts, subcontracts, and agreements completed during the past three years and all contracts, subcontracts, and agreements currently in process for similar work. This should include information on five (5) contracts, subcontracts, and agreements and may include similar contracts with Federal, State, and local governments, as well as commercial businesses. Point-of-contact information should be included (name, telephone number, e-mail address, etc.). The EPA may contact these references regarding work performance. Past performance will be evaluated as follows: quality of product or service, timeliness of performance - ability to adhere to deadlines, and overall customer satisfaction. If an offeror has no available past performance, a neutral evaluation will be given for past performance. 4) - PRICE: The proposed firm-fixed price for the entire requirement shall be provided inclusive of delivery. The Government reserves the right to require additional pricing information, if necessary, to help determine the reasonableness of the proposed price. Technical and Past Performance, when combined, are equal when compared to price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the best value to the Government considering the criteria referenced below, price and other factors considered. As offers become more equal in their technical merit, the evaluated price becomes more important. In accordance with FAR 15.304, all evaluation factors when combined will be more important than price. In accordance with FAR 52.204-7(b)(1) System for Award Management (SAM), all prospective awardees shall be registered in the SAM database prior to award, during performance, and through final payment of any contract or purchasing agreement resulting from this solicitation.
