Description
Draft Specification Draft Statement of Work This is a modification to the synopsis posted on 05 October 2015 for the 75 to 85 foot Near Coastal Patrol Vessels/Boats under a single award IDIQ. The purpose of this modification is to post a draft statement of work and draft specification. The Government is requesting feedback from industry on the provided draft statement of work and draft specification. Any feedback should be provided to Troy Balk at troy.balk@navy.mil. Responses shall be provided no later than 27 April 2016. Synopsis: This Request for Information (RFI) notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract. All information, data, and drawings, except for pricing information, submitted in response to this announcement will be considered "open source" and available for unlimited public distribution. Pricing information will not be release outside of Naval Sea Systems Command, PEO Ships, and the Navy International Program Office. Introduction : This RFI is issued in anticipation of a potential future procurement. Naval Sea Systems Command (NAVSEA) is conducting market research to determine the feasibility of procuring ten (10) to sixteen (16), 75 to 85 foot, Near Coastal Patrol Vessels/Boats (NCPV/NCPB) under a single award Indefinite Delivery Indefinite Quantity (IDIQ) over five (5) years. The Government is interested in market information pertinent to proven (e.g. existing vessels) vessel(s)/craft(s) for potential FMS sale(s). In particular, the Government desires information pertaining to whole ship characteristics, design information, operations, estimated acquisition costs, delivery time frames and past sales information. Designs and Licenses are not limited to corporations within the United States (US); however, any construction/production must occur within the United States. The Government is currently forecasting a budget of $4.1 million dollars (CY15) per vessel. The thermal imager, spares, and associated training will be procured on separate line items and not a part of the overall vessel price. Background: NCPV will be used by foreign military, partner nations, as a "mothership" platform to tow and refuel other craft(s) to accomplish coastal patrols. It is expected that once on station, the NCPV will stay at that position for the duration of its patrol while the other smaller craft(s) are conducting patrol(s) nearby. The NCPV/NCPB is to have the following APPROXIMATE characteristics: Length 75 to 85 feet Beam No greater than twenty three (23) feet Hull Material Aluminum or Steel Structure Aluminum or Steel Max Speed 25 knots Patrol Speed 12 knots Range 500 nautical miles at most economical speed Engine Type Caterpillar Diesel Engine(s) Propulsion, Fixed Pitched Propeller(s), marine transmission(s) Electrical 120 VAC Electrical System, Caterpillar Generator Set(s) 50 or 60 hz, ungrounded system Endurance Four (4) days continuous at sea Personnel Ten (10), quarters to support ten (10) bunks Pilothouse seating for six (individual seats) Galley Vendor response to include list of provided equipment Marine Head Two marine heads/showers Air conditioning 70 degrees Fahrenheit with outside air temp of 90 degrees and 100% humidity Navigation Suite Radar, GPS, Depth Sounder, Chart plotter, Thermal Imager Communication Commercial Marine Band VHF & HF radio able to communicate with Harris 5800 Other Outfitting One (1) loudhailer system, Thermal imager (Option) One (1) set of blue law enforcement strobe lights One (1) remote control searchlight Three (3) gun mounts for 0.50 cal (one at bow, one port and starboard aft of pilothouse) One (1) Emergency Position-Indicating Radio Beacon ( EPIRB) One (1) Rigid Inflatable Boat* One (1) reverse osmosis unit rate to produce 800 gallons of water per day Towing capability for up to 6000lbs at patrol speed Storage for 110 to 330 gallons of gasoline in 55 gallon barrels on ejection racks NAVSEA is seeking responses from interested parties that can provide the boat with the characteristics outlined above. * Interested parties are requested to outline what size RIB they can provide. RIB launch and retrieve may be via stern launch or davit. Interested parties are encouraged to submit a single compact disc (CD) containing the following: •1. A cover letter containing the following: (a) The name and address of the interested party and where such boats would be built; (b) Point of contact including name, title, phone, and email addresses; (c) Whether the business is currently classified as a Large, Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone small business, veteran owned small business, or service disabled veteran owned small business. •2. Specification (or cutsheets) that describes that the boats (in terms of hull equipment, engine specification, electrical system, command and control equipment, mechanical, etc) being offered are of existing designs that meet the above listed requirements for the NCPV/NCPB. The Government recognizes that interested parties may not have a platform that meets all the requirements. Interested parties are encouraged to respond to this RFI if minor deviations exist but could be readily modified. •3. General Arrangements drawings of NCPV/NCPB; •4. A description of the company's recent relevant experience; •5. Estimated Tankage size for fuel/water/sewage; •6. Estimated total construction time from start of construction to delivery at the builder's facility; •7. Estimated rough order of magnitude (ROM) price for each NCPV/NCPB, not including the thermal imager, training, and any associated spares. •8.
