Description
Draft PWS REQUEST FOR INFORMATION RFI #W81K04-16-R-0013 Teleradiology Services THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the United States Army Medical Command (MEDCOM) Health Readiness Contracting Office (Provisional) is not at this time seeking proposals and will not accept unsolicited proposals. Interested parties are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. Potential responders are responsible for monitoring this site for additional information pertaining to this requirement. Background/Purpose: The MEDCOM is considering an enterprise-wide contract for teleradiology services. Under this potential contract, the contractor would provide teleradiological interpretation of various types as necessary to support the MEDCOM. At the basic level, the contractor would provide teleradiological interpretations, as ordered, to support Health Readiness Platforms (HRPs) (formerly known as Medical Treatment Facilities (MTFs)) throughout the Continental United States (CONUS) plus Alaska and Hawaii. However, the range of support may be expanded worldwide for up to 32 HRPs, to include all MEDCOM HRPs Outside the Continental United States (OCONUS). The contractor would be responsible for ensuring performance of all requirements regarding licensure, credentialing, privileging and experience regarding all teleradiologists providing services under the contract. A draft Performance Work Statement (PWS) is attached to this announcement for reference. RFI (Capability) Response: Interested parties should provide feedback/input to this RFI by submitting the following information via email to Ms. Selena Brooks at selena.r.brooks.civ@mail.mil, Mr. Kirk Wadsack at kirk.m.wadsack.civ@mail.mil, and Ms. Kathleen Henderson at kathleen.d.henderson2.civ@mail.mil, not later than Monday, 16 May 2016, at 4:00 p.m., Central Standard Time: 1. Company name 2. Company address 3. Company DUNS and CAGE codes 4. POC information (name, title, phone number, email address, etc.) 5. Brief company response statement addressing the following items: Please provide feedback regarding the draft PWS posted with this announcement: a. Provide your optimal process/business perspective regarding creation of an enterprise-wide teleradiology contract. Feedback should include how you would provide and manage such a contract, as contemplated in the draft PWS. b. Provide comment on the information technology considerations in the draft PWS, such as those expressed in PWS paragraphs 1.13, 1.15, 1.17, 1.18, 1.20, 1.27, 1.28-1.31 (and accompanying subparagraphs). c. What computer hardware and software do you envision to adequately support these considerations? d. What risks do you identify in your business approach, and how would they need to be mitigated in order to successfully perform enterprise-wide teleradiology services? e. What prior experience do you have, providing similar services for a medical organization? Please provide contract numbers for experience with military and government medical organizations. f. What is the minimum labor mix (e.g. administrative personnel, key personnel) that would be required to successfully complete this project? g. What method/Information Technology would ensure successful, secure transmission of images and reports? h. What transcription process will be used? What parts of that process will ensure a 1% discrepancy standard required is upheld? i. What is your business size/description, based upon Federal Acquisition Regulation (FAR) clause 52.212-3(a)-(c), “Offeror Representations and Certifications”? Please predicate your response on North American Industry Classification System (NAICS) code 621111, “Radiologists’ offices” and Product Service Code (PSC) Q522 “Medical-Radiology.” Please limit your documentation to the following page size, font type and size, spacing and page numbering. Responses shall be submitted using a Microsoft Word document with page size 8.5 by 11 inches. Font type shall be Times New Roman, size 12 using standard tabs and indent software features with no less than single spacing between lines. Responses are limited to no more than ten (10) pages for the entire RFI response statement. All transmitted information marked proprietary shall be treated as such. Therefore, business firms should identify any proprietary information in their responses. Proprietary materials will neither be distributed, nor discussed with, any other firms. Information submitted in response to this will be used at the discretion of the Government. Further, the information submitted will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts.
