Description
The U.S. Army Corps of Engineers - New England District is issuing a Pre-Solicitation Notice for Training and Technical Support for Implementation and Use of Building Information Modeling (BIM) at U.S. Army Corps of Engineers (USACE) - New England District 696 Virginia Road Concord, MA 01742-2751 The period of performance of the resulting contract will be a period of 18 months from the date of award. The estimated cost of this procurement is between $25,000 and $50,000. The purpose of this project is for implementing Building Information Modeling (BIM) technology and processes within the Engineering and Planning Division, Design-Branch. NAE is seeking to have consultation, training, coaching and support services based on Autodesk's Revit BIM technology products. The contractor must be certified as "Autodesk authorized" and have had at least 3 years of experience in providing the services requested below. A copy of these certifications must be provided with the contractor's quote. The following tasks outline the specific services required: Task 1: Within 60 days of award of the contract, the contractor shall provide an initial 2 days on-site consultation working with the NAE BIM Transition Team to assist in developing the district BIM vision and to define initial BIM goals and metrics. The contractor shall work remotely with the NAE BIM Manager to schedule the onsite training outlined in step 2 below. The first training class must be scheduled to begin within 90 days of completion of the NAE BIM vision, goals and metrics. Task 2: The contractor shall provide the following on-site training. Scheduling of the training will be subject to availability of the instructor and the students. It is assumed that the training will be provided in the order listed below but that may not be achievable. The contractor shall assume that the initial training session shall be scheduled to take place within 90 days of Task 1. Revit Architecture Fundamentals: (30-40 hours over 4-5 days) to up to 10 students. This class at a minimum must cover such topics as understanding the purpose of BIM, understanding the user interface, using basic drawing and editing tools, creating a 3D building model with walls, windows, and doors and setting up sheets for plotting with text, dimensions, details, tags and schedules. Revit Structure & MEP Fundamentals: (30-40 hours over 4-5 days) to up to 10 students. This follow-up training will be taught to the same students from the Architecture Fundamentals class. This training must be scheduled to take place within 90 days of completion of the Architecture Fundamentals class. This class at a minimum must cover such topics as linking to the architectural model, adding structural columns and framing systems, adding reinforcement, and inserting and connecting MEP components to model HVAC, plumbing and electrical systems. BIM Management: (12-24 hours over 2-3 days) to up to 5 students. Additional training that covers Revit template and family creation, setting up a project and other advanced topics. This training may be scheduled at any time; a decision will be made as to whether it is best to conduct this training prior to or after completion of the Fundamentals training noted above. This training will be taught to the NAE BIM Manager and up to 4 additional students who are also scheduled to complete the two training classes listed above. Task 3: The contractor shall provide remote support via web, telephone and email as well as access to online training tutorials for up to 12 users (no more than 3 at any specific time) for a 1 year period after completion of the training outlined in Task 2 above. Task 4: The contractor shall provide an additional 3 days of on-site follow-up consultation and coaching to assist the NAE BIM Transition team in setting up a project and defining workflows, best-practices and project goals. Assist the NAE BIM Manager in setting up initial USACE resource files such as Revit templates and families. Follow-up consultation and coaching must take place within 1 year after completion of all training outlined in Task 2 above. The Tasks outlined above shall be completed within 18 months of the award date of this contract. Optional services: Option year 1: The contractor shall provide an additional 1 year of remote support via web, telephone and email as well as access to online training tutorials upon completion of the base contract period. This option may be exercised any time during the contract performance period. Option year 2: The contractor shall provide an additional 1 year of remote support via web, telephone and email as well as access to online training tutorials upon completion of option year 1. This option may be exercised any time during the contract performance period. Additional Information and Requirements: The schedule will be finalized to reflect specific dates and times that are mutually acceptable. NAE will provide a meeting room for consultation services at the district headquarters office located at 696 Virginia Road, Concord, MA. NAE will provide a meeting room, student computers, student software, and a projector for all training classes. Training will be taught on Autodesk Revit 2015 or a later version that is approved for use by the USACE IT office. The training instructor will provide each student with a course book(s) (hard copy and electronic versions) and class exercise files. The Contractor shall furnish all plant, labor, equipment and materials and carry out all operations as necessary to accomplish the work of this project as described in this document and on the contract drawings. This solicitation will be available on or about 29-APR-2016 with an anticipated quote due date of 9-MAY-2016. The solicitation will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). Amendments, if any, will be available at this Internet site. Registrants are responsible for the accuracy of the information on the registration list. This procurement is set-aside for small business vendors. The applicable NAICS code is 611430 with a Small Business Size Standard of $11,000,000. All responsible sources may submit a quotation which will be considered by the New England District.
