- Subject to the Federal Acquisition Regulation (FAR) Clause 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes," this announcement constitutes a Sources Sought Notice to determine whether qualified and experienced sources are able to provide a Senior Software Engineer based on the following criteria: Full lifecycle software development to include gathering, design, development, testing, documentation, training of customers and help desk personnel, configuration and maintenance of developed software projects. •· Develp enterprise-level solutions from a software architecture mindset, gather requirements and convert requirments into develop actionable goals that culminate into a robust and scalable solution •· Utilize commercial of the shelf (COTS) software with an emphasis on GIS applications to include ESRI technology, Microsoft Visual Studio.NET and Delphi Enterprise Development environments to modify, design and develop collection and publiciation applications integrating MS Office products, Geo/SQL databases, ActiveX controls, AutoCAD, custom Web Application. •· Proficient in Python, SQL Database Design and Development, Microsoft (MS).NET frameworks, C#.NET, VB.NET, ASP.NET, C++, Delphi, XML/XLST/XAML, Java Script (J2EE), MS Office API's and Crystal Reports. •· Functional knowledge of Computer Aided Design (CAD) software to create standard toolbars, profiles, blocks, dynamic blocks, symbols and symbol libraries; design/write scripts to automate/simplify repetitive tasks, methods to optimize printing and plotting capabilities to include setting up and using plot indicies, constructing user profiles, create user-defined icons and icon libraries, building blocks and defining block attributes, •· Working knowledge of Microsoft Office, Autodesk Map 2D, Autodesk, AutoCAD, Autodesk CAD Overlay or Raster Design, Adobe Photoshop, Volo View Express, Adobe Acrobat, Internet Explorer and how they interact with the Integrated Survey Program customized software suite. •· Advanced knowledge of 3D Modeling Tools: AutoDEsk Inventor, Rhino, Revit, Sketchup. •· Read and interpret schematic and structural drawings •· Exper skills in producing photo - realistic structural renderings, to include lighting, texturing, use of a Unity gameing engine, C+, Java and C Sharp database code sets. This is not a solicitation announcement for quotes and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Place of Performance (Site Locations ) Virginia Beach, VA. NAICS Code The NAICS Code for this requirement is 541512, Computer Systems Design Services, and the Size Standard is $27.5M. Anticipated Contract The proposed contract will be a single award with Firm Fixed Price (FFP) provisions. Period of Performance The requirement is for a one-year base period and four (4) one-year option periods thereafter. Package Submission - No reimbursement will be made for any cost associated with providing information in response to this announcement and any follow-up request. Responses to this Sources Sought request shall include the following information: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business or Small Business. 4. If the services can be solicited from a GSA schedule, provide the GSA contract number. 5. All technical questions and inquiries may be submitted within the response. 6. Also indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor. Responses shall be submitted electronically to Matthew Morelewski at matthew.morelewski@vb.socom.mil by 20 April 2016. Again, this is not a request for a quote.
