- DEFINITIONS: "Contract" - means a mutually binding relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. It includes all types of commitments that obligate the Government to an expenditure of appropriated funds and that, except as otherwise authorized, are in writing. In addition to bilateral instruments, contracts include (but are not limited to) awards and notices of awards. "Blanket Purchase Agreements" (BPA) - is a simplified acquisition method of filling anticipated repetitive needs for supplies or services by establishing charge accounts with qualified sources of supply. A BPA is an agreement between the Government and a contractor which allows the Government to order something quickly. A contracting officer or his/her representative determines the necessary requirements, and will place the call to the contractor to request delivery of those items/services in the agreement. BLANKET PURCHASE AGREEMENT - Provide Registered Nurse aero-medical escort services on commercial flights (medical repatriation services). Flights are likely to originate from the State of Hawaii (all islands), American Samoa, or Guam but may originate anywhere. The destination will be to the State of Hawaii (any island) or CONUS. This synopsis is in accordance with the format in FAR Subpart 13.303, as supplemented with additional information included in this notice. This is a 100% Small Business Set-Aside Competition with North American Classification Systems (NAICS) of 481111. The associated NAICS of 481111 has a Small Business Size Standard of 1,500 employees. THIS IS NOT A REQUEST FOR QUOTE (RFQ). THERE WILL NOT BE A SOLICITATION OR SPECIFICATIONS AVAILABLE AT THIS TIME. The solicitation number will be posted as VA261-16-Q-0374 using Simplified Acquisition Procedures (FAR Part 13.303 BPA) for providing aero-medical nurse escort services to the Department of Veterans Affairs (VA) Pacific Island Healthcare System (VAPIHCS). The RFQ will be issued on or about April 25, 2016. The VA, Network Contracting Office 21 intends to establish a single-award Blanket Purchase Agreement (BPA) to fulfill this requirement; however, the Government reserves the right to not award any BPA and does not guarantee any order placements. The resultant BPA will be five (5) years in duration. IMPORTANT NOTICE: The System for Award Management (SAM) is a Federal Government owned and operated free web site that consolidates the capabilities in the Central Contractor Registration (CCR), ORCA, and EPLS. It is very important that firms are registered with this site. Firm may obtain information for this requirement through https://www.sam.gov. The most current Service Contract Act Wage Determination will apply to the resultant award. All questions shall be submitted in writing to Nicole.do@va.gov not later than May 23, 2016 at 4:00 PM HST. Note: SDVOSB firms must be registered at the time of quote submission and CVE verified in VetBiz Registry http://www.vetbiz.gov/
