Attachment J-2 FSSS, Selway Road Repairs, 27 pages. Request for Proposals, 73 pages. Project Description: This project is a Collaborative Forest Landscape Restoration Project (CFLRP). The goal of the CFLRP project is to utilize collaborative, science based ecosystem restoration techniques to improve watershed function while encouraging ecological, economic and social sustainability with an emphasis on providing local employment opportunities. In addition, the project is being performed in collaboration with the Nez Perce Tribe Watershed program. The goal of this partnership is to use restoration techniques to improve the waterway. This contract requires roadbed reconditioning and surfacing (4 to 6 inches of aggregate), retaining wall installation, dust abatement, road/bridge maintenance work and installation of an Aquatic Organism Passage culvert. A temporary detour construction and removal with temporary bridge will be required at the AOP culvert installation site. Erosion control will be used to protect watershed. All work shall be in compliance with this solicitation's specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals. Project Location: The project is located east of Kooskia, Idaho approximately 25 miles, near Lowell, ID. From Kooskia, ID travel East on Highway 12 for 23 miles to the junction of FS Road 223. The project begins at MP 6.78 of Road 223 and continues to MP 19.45. Road surfacing is required from MP 7.0 to 19.5. The AOP culvert installation will be performed at Nineteenmile Creek (MP 9.00); the bridge maintenance will be performed at Gedney Creek (MP 18.4). No formal pre-bid tour is planned. Project Timing: The solicitation shall be issued in mid-April. Anticipated start date is July 1, 2016. The AOP culvert installation must be completed by September 30, 2016; the associated instream equipment operation window is July 15 - August 15, 2016. No road closures will be allowed from July 1st to September 15th each year. Outside this period, road closures will only be allowed Monday through Thursday, leaving the road passable Friday - Sunday. The final completion deadline for all items is October 31, 2017. Estimated Price Range: The estimated price range for the total project is between $1,000,000 and $5,000,000. This acquisition has been set-aside for HUBZone certified small businesses. Solicitation was issued 4/15/2016.
