Description
This is a Notice of Intent, not a request for competitive proposals. A written solicitation will not be issued. The National Institutes of Health, The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on an other than full and open competition basis with Henry M. Jackson Foundation (HJF), 6720A Rockledge Drive, Suite 100, Bethesda, Maryland 20817, to extend the current contract from 5/1/2016 to 9/30/2016. Interested concerns may identify their capability and respond to the requirement. The Government must consider all responses received timely to this notice. Comments to this announcement may be submitted, electronically no later than 2:00 PM Eastern Time, Friday, April 29, 2016 to the attention of Dixie Harper, Contracting Officer, dixie.harper@nih.gov. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Background. NIAID investigators have collaborated with investigators from the South African National Defence Force (SANDF) to establish and maintain the necessary administrative and technical infrastructure needed to support the clinical research agendas in the prevention and treatment of infectious diseases and disorders of the immune system, specifically Human Immunodeficiency Virus (HIV) infection and tuberculosis in South Africa. The goal of these collaborative clinical research efforts, known as project PHIDISA, has been to conduct a program of clinical research that is of critical importance to the NIH and in the process, to establish, in a host country, sustainable clinical research infrastructure.. Purpose and Objectives. NIAID would like to extend the performance period of contract HHSN272200900002I / HHSN27200001 providing Technical and Administrative Support Services for Project Phidisa from 5/1//2016 through 9/30/2016. Begun in 2003, Project Phidisa, was to create practice guidelines for the South African Military Health Service (SAMHS) and guided by research findings from Phidisa: I. Establish policies regarding HIV positive soldiers; ii. Establish research infrastructure and personnel, iii. Establish capacity building and training; and, iv. Generate publications in peer-reviewed, scientific journals supporting a scientific agenda relevant to the SANDF, DoD and South Africa. The overarching objectives under this extension are to organize and convene a team to write and publish the Phidisa clinical research infrastructure, scientific contributions, and the project accomplishments and updating the originally published "Phidisa story" monologue by 9/30/2016. The written effort for the original story was coordinated and published by HJF. The current effort includes the collating of critical information and pictures by principals, graphic design, editing, publishing and circulating the completed documents so it can be reviewed by senior parties involved. Project Description. Administrative and management support services for NIAID in the collaboration with investigators from the South African National Defence Force (SANDF) in the prevention and treatment of infectious diseases and disorders of the immune system, specifically Human Immunodeficiency Virus (HIV) infection and tuberculosis in South Africa. The written effort for the original story was coordinated and published by HJF. Anticipated period of performance. 5/1//2016 through 9/30/2016 Other important considerations. This project has to be completed by 9/30/2016 which is the termination date of the government to government Joint Research Agreement signed by the U.S. and South Africa. HJF has the specific knowledge of this program and necessary infrastructure in place to be able to capitalize on the most important phase of this clinical research venture- the data analysis and subsequent distribution of said knowledge to public officials and to the general medical community.
