Capabilities Statement 7PTC IDIQ R7- Texas Areas Map 7PTC IDIQ Texas Area List Description(s): SOURCES SOUGHT SYNOPSIS FOR SMALL BUSINESSES ONLY: This is a request for information/market research to provide data for planning purposes ONLY. This sources sought synopsis DOES NOT constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Small Businesses, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete for and perform a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract f or appraisal and appraisal consulting services. Yo ur responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possibl e. An organization that is not considered a small business under the applicable NAICS code 531320 should not submit a response to this notice. The Small Business size standard for NAICS cod e 531320 is $7.5 million d ollars in average annual receipts over the past three years. This Sources Sought encourages maximum participation of interested Small Business companies. Prior Government contract work is not required for submitting a response under the sources sought synopsis. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the Government. The Government anticipates award of multiple Appraisal IDIQ Contracts with Firm Fixed Prices for a one (1) year base period of performance and four (4) one year option periods, for a total contract performance period of five (5) years. Projects are anticipated to primarily consist of appraisal and appraisal consulting services. The primary l ocation of performance is 9-geographic areas defined as Arkansas, Oklahoma, Louisiana, New Mexico Texas Area 1 (West), Texas Area 2 (North) Texas Area 3 (South-Central), Texas Area 4 (Southeast) and Texas Area 5 (Central). This pool of IDIQ contracts will have an overall Maximum Order Limitation (MOL) of $5M, to be divided among the awardees based on competition at the Task Order level. OVERVIEW: The Office of Portfolio Management (PT) provides cost effective, timely, and professional real estate appraisal and consulting services to the U.S. General Services Administration (GSA) and to other federal landholding agencies on a reimbursable basis. Services include real estate appraisals in support of portfolio management, portfolio rental rates, acquisitions, disposal, exchanges, and outgrants (leases, easements, licenses and permits), reviews of third party appraisals reports, and consultations. Consulting services include rental analyzes, feasibility studies, highest and best use analyzes, marketability studies, asset and utilization evaluations, property parcelization recommendations, Enhanced Use Leasing (EUL) feasibility and valuation support, and other related real estate services. Each response shall be reviewed by the Contracting Officer/Specialist for the purpose of determining whether there exists a reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. All information furnished to the Government in response to this notice will be used for review purposes only. In any joint venture or teaming arrangement the firm must qualify as a Small Business in accordance with NAICS code 531320 in order to be considered under this Sources Sought Notice. Responses must be submitted to this office in writing, by email no later than 5:00 PM CST on May 2, 2016. Submit response and information via email to darryl.henderson@gsa.gov. All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to the synopsis and future solicitation.
