- OAKS BOTTOM RESTORATION PROJECT: This is not a solicitation. This Sources Sought Announcement is for the purpose of identifying firms which are capable and interested in offering a proposal for the following project: The Oaks Bottom Wildlife Refuge is a 160-acre park with diverse habitats including an extensive floodplain located along the east bank of the Lower Willamette River at approximately River Mile 16 in southeast Portland, Oregon. The project area is within the 100-year floodplain of the Willamette River, which is within the tidal zone of the Columbia River. The Willamette River merges with the Columbia River approximately 16 miles downstream of the project site. Daily freshwater tidal fluctuations typically range up to 2.5 feet in the project area. Oaks Bottom offers a unique opportunity for a large, natural, tidally influenced floodplain and wetland area to be restored in the heart of the city. The purpose of the proposed action is to restore a more natural tidal hydrologic connection between Oaks Bottom and the Lower Willamette River, improve diverse fish and wildlife habitats, reduce non-native species populations, and provide unhindered fish passage into and out of Oaks Bottom. A number of restoration measures were considered during the plan formulation process undertaken in this Feasibility Study and evaluated based on their potential benefits to fish and wildlife and costs. The recommended restoration plan includes the following elements: • Replacement of the culvert under the railroad berm with a 16-foot by 10-foot culvert, • Removal of the water control structure, • Excavation of tidal slough channels to connect to the reservoir and southern ponds, • Removal of invasive species, • Revegetation with riparian and wetland species along the channels and around the perimeter of the reservoir and southern ponds, and • Placement of two viewing platforms adjacent to the Springwater Trail. SOURCES SOUGHT SUBMITAL REQUEST: Firms interested in working on this project should submit company profile sheets with experience and past performance showing proficiency in: • Experience with construction of a crane in difficult terrain. • The ability to mobilize, construct, and demobilize in a consolidated schedule. (Four Weeks) • Experience with culvert construction. (Any experience with constructing a culvert under an active railway line will be of significant importance) • Experience with wetland/environmental restoration. Information from firms who respond to this announcement by submitting a statement addressing their experience and past performance will be used in the Government's determination of whether to sole source this requirement or open it to competition. Interested parties must respond to this sources sought announcement in writing, indicating their experience (what your firm did) and past performance (how well your firm did it) in performing work of the type described above (no more than 5 projects). Information should provide enough technical detail to be able to verify the system and attributes required above. State whether your firm was the prime contractor or a subcontractor for each project you reference. Include information regarding your firm's business size (large, small, HUBZone, small disadvantaged, small veteran-owned, small service-disabled veteran-owned, or small woman-owned business). The NAICS code for the predominant portion of this work is 237990, and the small business size standard is no more than $36,500,000 in average annual receipts.
