Description
Questions and Answers dated 15 April 2016. NOTE: This amendment incorporates RFP Questions and Answers dated 15 Apr 2016 The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Drug Unit Supervisor course. The IARNG anticipates award on or about 17 May 2016. Initial award will be for a base period from date of award to 30 September 2016, and will consist of a maximum of three (3) iterations of the course with dates and locations to be determined. The award will also be for one (1) option period that will include a maximum of six (6) course iterations, dependent upon available funding and need determined by MCTC, with dates and locations to be determined from 1 October 2016 - 30 September 2017. The requested course shall provide a five-day, 40-hour block of instruction to law enforcement officers and/or military personnel. This course shall be designed to emphasize the fundamental policy, leadership skills, and legal principles necessary to acquire proficiency in directing the efforts of a proactive drug enforcement unit. This course shall discuss the evolution of the role of transnational criminal organizations (TCO) in the current domestic drug trade, specifically the role that cartels, gang members, and drug users play in the manufacture, distribution, and use of the drug trade. The Drug Unit Supervisor Course shall present fundamental and advanced supervisory concepts, strategies, and techniques in policy, leadership, and legal principles. It shall provide an ethics based approach to leadership and management principles in drug law enforcement and include leadership skills development as well as the day-to-day management of a drug unit or task force. The administrative and operational complexities of supervising a drug unit or task force must be identified along with a wide variety of solutions offered. The course shall contain a forum on the legal aspects of conducting drug enforcement operations, to include the basic principles of civil liability for drug unit supervisors. Practical scenarios shall be used to help aid the learning process. A qualified instructor shall also provide an update on all recent counter-narcotics related U.S. Supreme Court decisions and other pertinent decisions handed down by U.S. Circuit Courts. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
