Description
The Contracting Office for United States Property & Fiscal Officer (USPFO) for Missouri is seeking information regarding capability and availability of commercial sources to provide 621G Scraper Repair. The 621G Scraper is the Military Grade version of a CAT Scraper. Current Market Research reveals that this requirement will likely be a Sole Source Contract with a local CAT certified dealer. The purpose of this Sources Sought posting is to confirm this assumption or identify other commercial sources capable of completing the necessary repairs. Please include your CAGE Code, Business Size and Socioeconomic Designation if applicable. Please provide supporting information demonstrating your company is fully capable of meeting the government's requirement. Response Requested by 9:00 am CST 22 April 2016. REQUIREMENT: 621G Scraper Repair Complete Repair and Recertification of the 621G Scraper, Ser#NEL00046. The 621G Scraper provides the Army with the capability to efficiently build roads, airstrips and other engineering assets in a wide variety of geographic, environmental and tactical situations. The 621G Scraper self-loads, hauls, dumps and spreads material, thereby providing grading capability from start to finish of a job. Components of Repair: • Cab and Engine Wiring Harness Replacement - 24 Volt System • Rollover and Falling Object Protection Systems (ROPS/FOPS) Replacement • Fender Replacement • CAT Certified frame straightening, repair and warranty • Grease lines and Hydraulic Hose Replacement • Military upgrade parts replacement • 1 Year All Components Replaced Warranty Safety Features: • Full CAT Certification on all parts and repair • CAT Military ET required to update necessary ECMs • 100% guarantee that all OEM parts are used to include military upgrade parts • ROPS/FOPS Full Certification • 1 year Warranty on all Components repaired and replaced PRS 1. Cab and Engine Wiring Harness: iring harness must be CAT specific color coded by specifications. All connectors must be weather pack wiring connectors in accordance with CAT specifications. Wiring harness must be checked using CAT Military ET after installation to ensure proper readings by all ECMs. PRS 2. Rollover and Falling Objects Protection System (ROPS/FOPS) and Cab Replacement: ROPS/FOPS will be installed by a certified shop per CAT/Military specifications. Only specified hardware will be used in accordance with CAT/Military specifications. ROPS/FOPS will be painted in accordance with Military specifications. Cab must be MilSpec and painted in accordance with Military specifications. PRS 3. Fender Replacement: Fender replacement will be in accordance to CAT specifications and painted to Military specifications upon completion. PRS 4. Frame Straightening and Repair: Frame straightening will be done by a certified shop and must be done in accordance with CAT specifications. All welding will be done by a certified welder with proof of certification. All hardware used to attach parts to the frame will be in accordance with CAT specifications. Frame will be painted in accordance with Military specifications. PRS 5. Grease and Hydraulic Line Replacement: All grease lines will be installed using CAT specified replacement parts. All hydraulic hoses will be replaced using proper PSI rating in accordance with CAT specifications. All fittings will be CAT authorized replacement fittings in accordance with CAT specifications. Warranty of Repairs and Replacement: All repairs and parts will come with a 1 year warranty from the date received back to the parent unit. Any unforeseen damage found during disassembly will be repaired to full military and equipment manufacturer standard. Equipment must meet military 10/20 standards upon completion of all repairs. See attached DA 461-5 Vehicle Classification Inspection sheet for estimated repairs and time projected for all repairs (complete listing of parts needed with NSN can be found on pages 4-7). Potential vendor has up to 120 days to complete the repairs from the day the contract is awarded unless other arrangements are made prior to contract approval.
