Description
This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed work. The Army Corps of Engineers, Philadelphia District, is interested in awarding one (1) Firm Fixed Price Contract for the partial removal of the Woodland Dam and upstream stabilization/restoration located along Cobbs Creek in the City of Philadelphia, Pennsylvania. The proposed work will consist of modifications to the Woodland Dam in order to restore fish passage. The Woodland Dam is located close to the Cobbs Creek Parkway and Woodland Avenue. It is the first impediment to fish passage on Cobbs Creek and serves as the demarcation between tidal and non-tidal influences along the creek. The dam dimensions are as follows: 115-feet in length, 10-feet in width and12 feet in height (6 feet exposed from stream bed). The work includes the following and incidental related work: partial demolition and removal of existing dam structure, excavating and filling to stabilize the existing stream channel, installing in-stream structures to provide stream bank protection and grade control, planting of native plant material, & seeding and mulching for stabilization. Please note, this is a "partial" dam removal in order to preserve the historical and cultural aspects of the dam, maintain the structural integrity of the existing creek embankments, and to divert flows to the center of the channel (away from downstream bridge abutments). The structural integrity of the existing creek embankment will be maintained as the abutments and associated rock walls will be kept intact. As the dam is removed, the impoundment will drain and the upstream river channel will become narrower. In the new channel, velocity will increase and sediment transport will resume. The river will gradually develop fluvial features including a thalweg, localized pools, riffles, runs, and depositional areas. In an attempt to sequester most of the accumulated sediment behind the existing dam and insure the stability of the stream, an engineered rock riffle (pool and weir) will be created in the streambed at the location of the existing dam. Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 237990 and the small business size standard is $36.5 Million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in the specified work, as well as their technical capabilities. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
