Description
Market Research Questionnaire Request for Information The United States Coast Guard (USCG) is conducting market research, seeking to recapitalize obsolete molded case circuit breakers for 115 VAC, 400 Hz service with current production, supportable circuit breakers, including any required modifications to existing breaker panels and buss work, aboard the 378 ft. High Endurance cutter class. Breakers shall be designed and built to Underwriters Laboratories Standard 489, and listed as same, or be accepted by the US Navy (example: AQB electronically controlled breakers). Breakers must be appropriately rated for 400 Hz service, either by testing to UL 489, OR in accordance with the original equipment manufacturers published procedures for 400 Hz service. Panel modifications, if required, shall be in accordance with commercial marine practice per 46 CFR, Subchapter J, and IEEE-STD-45; shock hardening/qualification is NOT required. In addition to the installation, this potential procurement will require as-built drawings, provisioning technical data, and calculations for the above requirements. The panels in question are Elex/Ord Switchboard in Elex-Equipt room #1, 3-104-2-Q, aft, along bulkhead 120, and the Avionics Switchboard in the Avionics Workshop Storeroom 01-196-0-Q. The Coast Guard projects a need for recapitalization on at least one Seattle based cutter, and is interested in potential renewals on 3-4 additional cutters still in USCG service. Potential additional renewals include cutters transferred to foreign clients (contacting would be via USCG or USN in that eventuality). Files attached to this notice include: Sketch, Functional Block Diagram, Electronics and Ordnance 400 Hz Switchboard; and Sketch, Functional Block Diagram, Avionics Distribution and Metering Panel. Tillman II at allen.a.tillman@USCG.mil by May 6, 2016 at 1400 (EST). Any submissions shall have the following in the subject line: RFI Submission HSCG40-16-I-31612. There is no solicitation associated with this announcement. Submission of a response to this Request for Information (RFI)/ attendance at a ship check is entirely voluntary. The voluntary submission of a response to this RFI/attendance at a ship check shall not obligate the USCG to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. Responses received after May 6, 2016 may not be considered.
