Description
The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis (IAW FAR 13.106(b)(1)(i). The proposed source is GSL Solutions, 2414 SE 125th Avenue, Vancouver, WA 98683. Naval Medical Center Portsmouth and the following clinics each have a requirement for one (1) Automation Systems, Medication Dispensing; Branch Health Clinic Oceana, Scotts Center, Branch Medical Clinic Sewells Point, Boone Clinic, Tricare Prime Clinic Virginia Beach, and Tricare Prime Clinic Chesapeake. The systems shall include medication dispensing cabinets capable of Radio Frequency Identification (RFID) and Barcode technology. The systems shall include at least one (1) four-drawer cabinet. The systems shall monitor, track and record in real-time, what prescription(s) the user accesses. The systems shall have RFID chips imbedded within baskets to manage prescriptions and monitor and assist user performance. The RFID chip embedded baskets shall have the capability to verify that no two patients' prescriptions are accidentally bundled within the same basket to reduce error. The systems shall be capable of Lights, Sound and RFID technology which monitors, in real-time, that the user did retrieve the correct prescription(s). The systems shall have the capability of monitoring how long prescription(s) have remained within the system before pickup. The systems shall send electronic notification to the patient when their prescription(s) are available for pickup. The systems shall be capable of monitoring user performance by the use of user badges. The systems shall include password protected locking drawers. The systems shall have alarms indicating if a wrong prescription(s) has been taken. The system shall include bar code scanners, signature capture pads, RFID chip imbedded SmartBaskets, software and training. The system shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements. Upon delivery, the vendor shall be responsible for uncrating the unit/system, transporting it through the facility to the location of intended use for installation, and removing of all trash created in this process. If interim storage is required, the vendor shall make arrangements for the storage. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions.
