Description
Avanti J-26S XPI system with elutriation RFQ-RT-16-00028 Notice of Intent The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Beckman Coulter for the purchase of an Avanti J-301 Elutriation System, 60HZ; JE-6B Elutriator Rotor; and Chamber, Standard 5ML. This procurement is recommended to be processed without full and open competition. EPA is in need of a new floor centrifuge equipped with an elutriation rotor. This equipment is needed to purify Leydig cells for in vitro screening. Leydig cell purification is a multi-step process and a key step is centrifugal elutriation. This step is needed to eliminate red blood cells, small germ cells, endothelial cells and sperm from the final purified preparation. With 98% purity these preparations are uniquely sensitive to even modest reductions in testosterone production making them ideal for toxicant screening. EPA ¿s research requires that we have an in vitro screening model to generate testosterone data across 96 wells. Given the testosterone production and inherent sensitivity of purified Leydig cells we will be able to plate enough cells in 96 well plates to retain sensitivity. Beckman Coulter is the sole manufacturer of an elutriation rotor and centrifuge adapted for this rotor. The circumstance permitting is FAR 13.106-1 (b) (1) "Soliciting from a single source". All interested parties who believe they can provide the required product should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
