Description
Amendment 0002 This is an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for Design-Build Construction CONUS Projects Related to General Construction within the Boundaries of the Jacksonville District Area of Responsibility US Army Corps of Engineers. Task Orders placed under this SATOC include, but are not limited to design and construction related to demolition, renovation, and repairs related to multiple facility types within the U.S. Army Corps of Engineers Jacksonville District. Facilities may be commercial, industrial, military, logistical, or any other types where general construction trades and practices are typically used in the construction, renovation, expansion and repairs. Facilities may be located within private lands, within federal, state, municipal, territorial or Indian Lands, or within the contiguous coastal zones to a depth of 12 feet. Project sponsors may be military or other government agencies, organizations, or entities for whom the U.S. Army Corps of Engineers is assigned as the Construction Agent. The contract is not only intended to execute new construction and design-build, but to provide timely response to remediation of real and personal property facilities, e.g. maintenance, repair and construction related to architectural, structural, roofing, carpentry, masonry, mechanical, heating ventilation and air conditioning (HVAC), plumbing, electrical and electronic, fire protection or life safety systems, typical and atypical interior and exterior finishes, as well as associated site work, utilities, landscaping, security, force protection, petroleum oil and lubricant (POL) systems, instrumentation, or interior design. Tasks may involve industrial process equipment, industrial ventilation systems, building controls and energy management systems. Incidental tasks to construction only or design build task orders may include non-professional services, preliminary assessments or inspections to identify or quantify specific facility concerns such as lead based paint, asbestos containing materials, equipment repair or maintenance deficiencies including systems test and balancing and commissioning (system-specific, or whole building), building systems deficiencies, etc. Orders may be issued solely for construction services or solely for design-build services. No task orders will be issued for design services only. The SATOC will be awarded for a period of one year with 4 one-year optional ordering periods. The total of all task orders issued under the contract will not exceed $25,000,000.00 and will have a magnitude of construction per task order estimated to be between $50,000 and $4,000,000. The solicitation for the SATOC includes an initial seed task order for the design and construction of various DLA Facility Repairs. The DLA occupied buildings consist of primarily single story warehouses, ranging in size of approximately 5,000 to 115,000 square feet. The work includes all engineering design and analysis and construction required to provide designated structural, architectural, mechanical and electrical repairs within 7 designated DLA buildings including structural stair, joint and slab repair; sink replacement; door, louver, exterior wall, bollards, dock edges, and railing painting, interior wall painting; personnel door replacement, dock bumper and leveler replacement, overhead door repair, high volume low speed fan installation, panel-board replacement; asbestos containing material removal; stucco repair; and ceiling removal. The magnitude of construction for this task order is estimated to be $500,000-$1,000,000 with a construction completion date of approximately 340 days from notice to proceed. PROPOSAL REQUIREMENTS: The Contracting Officer will award one Firm Fixed Price SATOC to the responsible 8(a) offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable with regard to pricing and whose proposal offers the best overall value to the Government, considering price and non-price factors. The acquisition will utilize Two Phase Design-Build Selection Procedures (See FAR 36.303). A rating of Unacceptable for any Sub-factor will result in a rating of Unacceptable for the entire factor. NOTE: THE SUBMISSION OF PRICING INFORMATION WILL NOT BE REQUIRED IN PHASE 1 PROPOSALS. Phase 1 proposals will be evaluated on Technical Merit and Past Performance. A maximum of 5 of the most highly rated Phase 1 offerors will be requested to submit Phase 2 proposals. Phase 2 Proposals will be evaluated on Design Technical, Performance Capability, and Price. THIS ACQUISITION IS SET ASIDE FOR 8(A) FIRMS WITH A SMALL BUSINESS ADMINISTRATION BONAFIDE OFFICE WITHIN THE STATE OF FLORIDA. The solicitation for Phase 1 will be issued on or about 28 March 2016 with proposals due on or about 3 May 2016. The solicitation for Phase 2 will be issued to a maximum of 5 of the Most Highly Qualified Phase 1 Offerors. Solicitation will be issued in electronic format only and will be posted on the Federal Business Opportunities website at http://www.fedbizopps.gov/. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the Federal Business Opportunities website. If you are not registered, the Government is not responsible for providing you with notification of any changes to this solicitation.
