Personnel Categories Draft SOW Signatures_R&D_Services_Sources_Sought_Advance_Notice THIS IS NOT A REQUEST FOR PROPOSAL - AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. ADDITIONALLY, CONTRACTORS WILL NOT BE COMPENSATED FOR COSTS RELATED TO RESPONSE PREPARATION AND/OR SUBMITTAL. The Naval Surface Warfare Center - Carderock Division (NSWCCD) requires engineering and technical support services for Ship Signature Control, Signature Mitigation, Structureborne Vibration, Fluidborne and Airborne Noise Control. The intent of this notice is to provide advance information and notice to Industry of the Government's intended acquisition strategy; and also to solicit feedback from Industry to further inform the Government's acquisition strategy. Included with this Advance Notice and Sources Sought are a draft statement of work (SOW) and labor categories and qualifications, and a market research questionnaire. The Government anticipates making future decisions regarding the acquisition strategy for this procurement based on comments, questions, and market research questionnaire responses. The Government's current acquisition strategy includes the following: • Solicitation and issuance of a Seaport-e task order (TO); • Use of a cost plus fixed fee (CPFF) pricing structure; • Best value trade-off source selection procedures; • Potential period of performance (PoP) of five years; one 12-month base period and four 12-month option periods; • Solicitation issued on a small business set-aside for the National Capital Zone (Zone 2) The incumbent for this requirement (Applied Physical Sciences Corp.) is no longer a small business but the intention of the Government is to release this solicitation as a small business set-aside if we receive interest from two or more small businesses. Interested parties are encouraged to respond to this Notice with questions, comments and completed questionnaires as soon as possible, but no later than 27 April 2016. Responses shall be submitted to Jim McGarvey, contract specialist, at james.m.mcgarvey@navy.mil. The Government does not intend on responding directly to any offeror and information submitted will not be made publically available to other interested parties. All questionnaires and other responses will be reviewed to assist the Government in finalizing its acquisition strategy; including a determination regarding the utilization of a small business set aside.
