- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District's imminent issue of an Invitation for Bid Package for its construction project, entitled GARY SANITARY DISTRICT 32ND AVE AND ALLEY 1E FLOW IMPROVEMENTS, GARY, INDIANA. PROJECT INFORMATION: GARY SANITARY 219 PROJECT involves construction of a new diversion structure from the existing 5' by 9' box sewer, wherein it will be responsible for installing a new 60" pipe to connect the diversion structure to a newly constructed drop shaft, leading to an existing pipe and pump station. CONTRACTING OFFICE NEW LOCATION: USACE District, Chicago - 231 SOUTH La SALLE SUITE 1500, Chicago, IL 60604, (effective the date of this notice) PROJECT LOCATION: The Gary Indiana Site is located in Gary, Indiana and lies within Lake County. ACQUISITION INFORMATION: Competition for this acquisition is Small Business Set Aside. The Classification Code for this procurement is North American Industry System Code 237110, with a small business size standard in dollars of $36.5M. The magnitude of cost for construction is estimated between $500K and $1M. The Invitation for Bid (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once released on FBO, interested bidders can download the IFB Package, including specification and drawings files, from http://www.fbo.gov. The IFB Package will be available at the aforementioned Internet site on or after 10 May 2016, with bids due by 2:00pm CDT on 13 June 2016. IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE IFB DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. In order for contractors to be awarded contracts with the Department of Defense, the contractor must be registered in the System for Award Management (SAM); Contractors can access the SAM database for free at http://www.sam.gov. The Government intends to award a firm-fixed price construction contract from this acquisition. APPLICABLE LABOR LAW: The Construction Wage Rate Requirements Statute (formerly Davis Bacon Act) applies to this acquisition. Split or multiple awards will not result from this solicitation.
